Why not Rhaenys?
Arya names both Rhaenys and Visenya as dragonriders, but her specific praise is for Visenya’s skill as a warrior. The scene therefore supports Visenya as the Targaryen Arya most clearly admires, even though Rhaenys is part of the conversation.
