Tilly Norwood is a fully synthetic, computer-generated character presented in September 2025 by Xicoia, an AI talent studio linked to Particle6 and founded by actor, comedian and producer Eline Van der Velden. She is not a human performer, robot or established Hollywood celebrity. The backlash began when promotional material described her as an “AI actor” or “AI actress,” and intensified after SAG-AFTRA rejected that label, warned about employment and consent, and reminded producers that contractual obligations can apply to synthetic performers.
There is no verified evidence that Norwood secured a conventional acting role, replaced a named performer or was signed by a major talent agency. Her importance is instead symbolic and commercial: she tested whether the entertainment industry would treat a synthetic character as talent before questions about consent, training data, compensation and accountability were settled.
What Tilly Norwood actually is
Xicoia introduced Norwood around the Zurich Film Festival in late September 2025 as a possible new kind of screen talent. The company described itself as an AI talent studio, with Particle6 associated with the project and Van der Velden serving as its founder and public defender. “Actor” and “actress” were promotional or journalistic descriptions, not proof of an employment relationship. SAG-AFTRA’s own statement called Norwood a computer-generated character rather than an actor: SAG-AFTRA statement on synthetic performers.

That distinction is central. A human actor’s digital double, an animated character voiced by a performer and a wholly synthetic character are not interchangeable under SAG-AFTRA’s framework.
How Norwood was marketed
Xicoia’s launch suggested that Norwood could be used in films, television, podcasts, social media, advertising and games. Reports also said several talent agencies had shown interest in representing her. That claim remains unresolved: the available coverage does not establish that a major agency signed Norwood or that she obtained a standard acting engagement. The Atlantic reported no known plans for her to become a hirable asset and quoted agency representatives emphasizing that they represent humans. That does not prove every agency rejected the concept, but it does mean “agencies were interested” should not be rewritten as “Norwood was signed.”
Van der Velden defended Norwood as a creative work and described AI as a new tool or “paintbrush,” arguing that an AI character does not prevent human actors from continuing to work. Those are the creator’s claims about the project’s purpose and effects, not independently established evidence about its future labor impact. See Variety and The Guardian.
Why real actors objected
Employment and bargaining power
Performers’ criticism was not simply opposition to new software. Actors argued that a company could use a synthetic “talent” asset to avoid hiring people, paying residuals, employing agents and managers, or negotiating ordinary working conditions. The concern reaches beyond celebrities to voice performers, background actors, body doubles and workers in lower-budget productions where cost pressure is greatest.
Consent and training data
SAG-AFTRA said Norwood was generated by a system trained on professional performers’ work “without permission or compensation.” That is the union’s allegation and should be attributed to it; the public record cited here does not independently document Xicoia’s training data or establish a legal finding. What performance represents
SAG-AFTRA’s argument was also artistic. Human performers bring lived experience, emotion, interpretation and accountability to a role. The dispute therefore concerns more than whether a generated face looks convincing: it asks whether performance can be detached from a person and sold as endlessly reusable software without diminishing the contribution that acting represents.
Language and normalization
Calling a marketing prototype an “actress” can make it sound like a working professional and normalize the idea that an algorithm occupies the same cultural and labor category as a human performer. Critics also raised gendered concerns about a young-looking synthetic woman who can be altered, aged, reused or controlled without the agency and consent issues attached to a living actor. Those observations are cultural criticism, not proof of Xicoia’s motive.

What SAG-AFTRA said
In its September 30, 2025 statement, SAG-AFTRA said creativity should remain human-centered, rejected describing Norwood as an actor and warned that synthetic performers could devalue human artistry and threaten performers’ livelihoods. It also said producers may have contractual obligations when they use synthetic performers. The union’s later leadership message framed Norwood as a symptom of a wider regulatory problem: digital information from artists and companies can be taken and reused without adequate ethical safeguards. The union did not establish that Norwood had already taken a particular actor’s job. Its objection was to the direction and the way the project was being presented.
What the 2023 Hollywood agreement covered
The 2023 SAG-AFTRA TV/Theatrical agreement created separate protections for digital replicas and wholly synthetic performers. The union’s contract materials are available at its artificial-intelligence FAQ and 2023 TV/Theatrical contracts page.
Digital replicas
A digital replica is linked to an identifiable real performer. Covered uses generally require informed consent and provide compensation and other protections. A producer cannot treat a recognizable performer’s face, voice or performance as an unowned asset simply because software performs the final rendering.
Wholly synthetic performers
A synthetic performer is not based on a particular real performer. The 2023 language nevertheless required notice and an opportunity to bargain when a producer wanted to use one. Bargaining rights are not an automatic ban on every synthetic character, and the agreement applies through covered contractual relationships rather than to every AI video made anywhere.

- A digital character voiced or controlled by a live performer may involve covered human acting and may not qualify as wholly synthetic.
- De-aging, dubbing, facial replacement and visual-effects doubles are not automatically the same as a synthetic performer.
- Union protections can differ for non-signatory productions, advertising, games, music videos and social content.
- A synthetic character can trigger contractual questions even when no identifiable actor was copied.
What changed in 2026
As of August 18, 2026, SAG-AFTRA’s current AI resources say members ratified a new TV/Theatrical agreement in June 2026. The agreement builds on the 2023 protections and adds stronger restrictions concerning synthetic performers: SAG-AFTRA AI resources.
The published tentative-agreement summary defines “Synthetic” as a generative-AI digital asset used in a role for which no natural performer has been hired, intended to create the clear impression that it is a natural performer, not recognizable as an identifiable natural performer and not voiced by a natural person. The summary also states a principle favoring human performances and recognizes the potential employment impact when synthetic assets fill roles that would otherwise go to people. That update matters when assessing the Norwood controversy. The launch arrived while the industry was testing whether the 2023 safeguards were sufficient; by 2026, the union had strengthened the contractual framework. Exact application still depends on the production, signatory status and nature of the synthetic asset.

The immediate union question is whether a covered producer uses a synthetic performer instead of hiring a person and, if so, what notice, bargaining and consideration the agreement requires.
Copyright and data use
Separate questions concern whether a model was trained on copyrighted performances and whether voices, faces, likenesses or other performances were used with permission. Norwood’s appearance alone cannot answer those questions.
Publicity and likeness
If a synthetic character reproduces a living actor’s recognizable face or voice, right-of-publicity, contract and consent issues may arise. No evidence cited here establishes that Norwood unlawfully copied a named performer.
Cultural meaning

Why the Norwood launch still matters
Tilly Norwood was more than an unusual AI video, but less than a working Hollywood actress. The project placed a synthetic character inside the language of talent representation and performance, turning an abstract debate into a concrete labor signal. The outrage was directed not only at what the technology could render, but at who would control the image, voice, age, availability and reuse of a performer—and who would be left out of that arrangement.
The controversy also appears to have generated attention for Xicoia and the broader idea of an AI talent studio. That may have been commercially useful, although the available reporting does not prove that publicity was the company’s specific motive.
