The film’s brief relationship is what makes the funeral appearance land: the audience has already seen Tony treat Harley as someone he actually helped and learned from, rather than as a background extra.
Why the filmmakers brought him back
The clearest explanation comes from co-director Joe Russo. In a May 3, 2019 interview with the Los Angeles Times, reporter Sonaiya Kelley asked why a grown-up Harley was at the funeral. Russo answered:

“We were thinking about who was important in Tony’s life, just on a very grounded level. And that was a character who’d shared a special moment in time with Tony. It felt organic for him to be there.”
In other words, the choice was personal rather than structural. Harley appears because his encounter with Tony mattered to Tony’s own history, not because the scene sets up a particular storyline.
What the sources do not establish
Russo’s comments explain the callback, but they do not confirm a planned future role for Harley in the Marvel Cinematic Universe. Fan theories about where the character goes next are speculation, and neither the interview nor the recaps above supports them as fact.
