Theo Rossi plays Dr. Julian Rush, Sofia Falcone’s psychiatrist in HBO’s The Penguin. A January 2025 report says Rush has no counterpart in DC’s comic books; he is a character created for the television series, not a known comics character. And despite a fan theory, showrunner Lauren LeFranc said, “I can say he’s not the Scarecrow.”
Who is Dr. Julian Rush in The Penguin?
Dr. Julian Rush is a psychiatrist portrayed by Theo Rossi in HBO’s The Penguin. A January 6, 2025, report by ComicBook.com identifies him as Sofia Falcone’s psychiatrist. Warner Bros. Discovery’s July 27, 2024, cast announcement lists Rossi as “Dr.Julian Rush”; in regular prose, the name is written Dr. Julian Rush.

DC describes The Penguin as an eight-episode DC Studios crime series that continues Matt Reeves’ The Batman saga. Colin Farrell plays Oz Cobb, also known as the Penguin, and Rossi is among the cast. Rush is a supporting character in that television story.
Is Dr. Julian Rush from DC Comics?
Not according to the cited reporting. ComicBook.com’s January 2025 report says Rush has no counterpart in DC’s comic books. That means he appears in a DC television series, but the report does not identify an established comics character behind him. This describes his reported comics status; it does not establish whether DC might use him in a comic in the future.

The distinction matters: being part of a DC-produced series is not the same as having a history in published DC comics. The available source for Rush’s comics status is the report, rather than a DC statement declaring that he is a comics character.
Is Julian Rush secretly the Scarecrow?
The Scarecrow connection was a fan theory, not a confirmed identity. In the report, ComicBook.com attributes this response to The Penguin creator and showrunner Lauren LeFranc: “I can say he’s not the Scarecrow.” The statement directly rejects that theory.

How Rush differs from the comics Penguin
Julian Rush is not the Penguin. DC identifies the comics Penguin as Oswald Chesterfield Cobblepot and lists Detective Comics #58 (1941) as his first appearance. In The Penguin, Colin Farrell plays Oz Cobb, the series’ version of the Penguin; Rossi plays Rush.
