There is no official ranking of every strong Haki user in One Piece. The manga has not published a complete comparison table, so any ordered list is editorial—not canon. The available evidence supports treating Joy Boy as a historical benchmark and Shanks as a leading present-era candidate, but it does not establish a complete order between them or among all other users. This article uses an October 8, 2026 cutoff and separates those limited reports from conclusions the evidence cannot support.
What counts as a strong Haki user?
“Strong” can mean different things: exceptional power in one type of Haki, skill across Observation, Armament, and Conqueror’s Haki, advanced applications, or reliable control in combat. Those are useful comparison axes, not measurements the story has turned into a numerical score.

A fair overall ranking would need to weigh what a character has demonstrated, how many Haki types and applications are established, and how consistently they are used. It would also have to distinguish a manga depiction from a reported claim or an inference about an ability the story has not shown. A character who leads in one type need not be the strongest overall.
The evidence-labeled ranking the available evidence supports
The material available for this article does not support a complete, numbered ranking of every strong Haki user. It does identify two prominent comparison points, but the distinction between a benchmark and a proven head-to-head ranking matters.

Historical benchmark: Joy Boy
A September 4, 2026 report by AS/MeriStation presents Joy Boy’s Haki as an exceptional historical benchmark. That is secondary coverage, not an official ranking or, by itself, a chapter-level demonstration that Joy Boy outranks every other user. The available evidence does not establish a complete type-by-type comparison for him here, so a precise placement would overstate what is known.
Leading present-era candidate: Shanks
The same report discusses Shanks as a leading Haki user of the present era. That makes him a natural candidate in comparisons, but the report does not establish that his overall Haki is stronger than Luffy’s—or provide an official order covering all other users. Treating “leading candidate” as “confirmed number one” would turn a qualified report into a claim it does not prove.

Why the remaining places are not filled in
A list titled “every strong Haki user” needs a defined threshold for “strong” and reliable evidence for each person’s abilities. The available material does not provide a chapter-by-chapter confirmation set, a complete candidate list, or a reliable account of every advanced technique. Adding familiar names and assigning them ranks without those checks would create false precision, not a more useful ranking.
How the three Haki types affect a comparison
A combined ranking should not collapse all Haki into one vague measure. The categories answer different questions:

- Observation Haki: Compare established sensing, prediction, and range feats rather than assuming that an unshown application is available to a character.
- Armament Haki: Separate demonstrated offensive or defensive use from advanced applications that have not been directly established for that character.
- Conqueror’s Haki: Distinguish confirmed use from advanced use; possessing one does not, by itself, settle a character’s overall position.
These categories can produce different leaders. A reader who prioritizes a single type may reasonably reach a different conclusion from someone comparing breadth and control across all three. Without an official comparison table, neither result should be presented as canon.
Is there an official Haki ranking?
No complete official hierarchy of Haki users is established by the evidence available here. The official ONE PIECE Vivre Card materials are character-reference collectibles, not a strength-ranking system: the publisher describes a binder format with full-color cards, one character per card. A card’s inclusion or reference details do not prove that character’s relative Haki strength.

The series is ongoing. The official ONE PIECE.com comics index listed volume 115 as the latest collected volume when checked on October 8, 2026; it gives that volume’s release date as July 3, 2026. Any future story developments could change comparisons, so a ranking needs a stated cutoff.

Those chapter ranges identify useful collected editions; they do not, on their own, establish a complete Haki ranking.
