The 2024 Democratic National Convention Committee paid Broadcast Music, Inc. (BMI) for “Music Licensing,” according to a Federal Election Commission filing. That documents BMI’s involvement, but the available records do not establish that BMI was the sole organization responsible for every song or license used at the convention.
What the records show
The committee’s FEC Schedule B filing lists BMI as a payee and gives “Music Licensing” as the purpose of the disbursement. This is evidence of a licensing payment to BMI—not proof that BMI handled every music clearance or served as the convention’s exclusive licensing agent. Read the FEC filing.

Why more than one rights organization may be involved
Performance-rights organizations license distinct repertoires. A license from BMI does not automatically cover works represented by ASCAP, SESAC or other rights holders. Political events also cannot necessarily rely on a venue’s ordinary music license. BMI says political campaigns must obtain a BMI Political Entities License for public performances of works in its repertoire, whether an event takes place in a hotel or convention center or at a nontraditional location. The Congressional Research Service notes that general ASCAP and BMI venue licenses usually exclude political campaigns or party conventions. Licensing is not the same as choosing the music
TIME reported that DJ Cassidy curated the state-themed soundtrack for the 2024 roll-call celebration. That identifies him as a music curator; the report does not say he secured the legal rights. TIME’s report on the roll-call songs.

There are several different roles behind music at an event: a committee may pay licensing organizations; rights organizations and publishers may be associated with particular songs; a curator may select or arrange music; and a licensing agent or counsel may help obtain permissions. The cited records document BMI’s payment and identify multiple rights entities on the Night 4 cue sheet, while TIME reports on curation. They do not name one exclusive licensing agent or establish the full set of direct clearances.
What kind of permission is involved?
A public performance at an in-person convention is not the same use as music included in a campaign video. As the Congressional Research Service explains, permissions depend on the particular use; a performance license should not be assumed to cover synchronization or sound-recording rights for video.

If you mean a different convention year
The records cited here concern the 2024 Democratic National Convention. The question does not specify a year, so they cannot establish who handled licensing for another convention. For 2024, the most precise answer is that the committee paid BMI for music licensing, while the available documentation does not show that BMI alone handled every license.
