The male norn player character
The player character who is voiced by Mercer is the male norn version of the Commander. The Secrets of the Obscure cast credit lists him as the Norn Male voice for the Wayfinder/Commander. Players who choose a female norn, or any other race, do not hear Mercer in that role. The credit covers only the male norn version of the player character.
Canach from 2021 onward
Mercer’s credit for Canach begins in 2021. The actor page states that date, and the End of Dragons credits list him as “Norn Male/Canach.” Canach is a character who appears in later story content, so the 2021 date is the start of Mercer’s credit for the role, not a statement about every line of Canach’s dialogue across the game’s history.

What “English-language” means for these credits
All of the credits above are for the English-language version of the game. The Guild Wars 2 Wiki’s voice-actor page notes that the same character may have different voice actors across language versions. A player using a localised client should check the credits for that language rather than assuming the English cast applies.
How reliable these credits are
The role list rests on Guild Wars 2 Wiki pages and expansion credit listings. The sources available for this answer did not include a direct ArenaNet cast announcement, so the roles are best read as wiki-compiled credits rather than an official statement from the developer. If you need an authoritative source, the expansion’s in-game credits screen or ArenaNet’s own announcements are the places to check.
Cast credits can be revised, corrected, or extended in later updates, so a credit that was accurate when a wiki page was written may change. For the most current picture, compare the actor page with the credits shown for the latest expansion you own.

Because the role list is compiled from wiki and expansion credits, it confirms who is credited, not how many lines Mercer records for each role, and it does not describe the production process behind the characters.
