If you mean the original Harbinger comic from Valiant, Jim Shooter wrote the series and David Lapham illustrated it. Valiant’s first series began in 1992 and concluded in 1995, according to DMG Entertainment’s Harbinger page. The name also applies to later comics and a film adaptation, so the credits depend on which version you mean.
Who created the original Valiant Harbinger?
The original Valiant series was written by Jim Shooter and illustrated by David Lapham. Those are distinct creative roles: Shooter is the writer, while Lapham provided the illustrations. Calling either person the sole creator would leave out the other’s contribution.

DMG Entertainment’s source-material page dates the first series’ run from 1992 to 1995. It also lists related works including Harbinger: Acts of God, Harbinger Wars and Harbinger: Omegas.
Why do other names appear in Harbinger credits?
Later comic revivals
Later iterations had their own creative teams. Jackson Lanzing and Collin Kelly wrote a revival discussed in a ComicBook.com interview; they should not be confused with the writers of the original series. Lanzing described the earlier Shooter–Lapham run as a story about suburbia, capitalism and a teenage superteam shaped by Reagan-era anti-authoritarianism. That is Lanzing’s interpretation of the comic, rather than an official credit or neutral summary.

The film adaptation
A film is a separate adaptation, not the original comic. DMG’s page names Eric Heisserer as the film’s screenwriter and describes the project as in development on that page. That is the status displayed there, not independent confirmation of the film’s current production status.

In a 2017 ComicBook.com interview about Harbinger Renegade, then Valiant CEO and CCO Dinesh Shamdasani said, “As much as anyone, the original Harbinger was Harada’s story.” He was describing the story’s framing around the character Harada; that comment does not replace the credited writer and illustrator: Shooter and Lapham.
