Who uses Gear 5 in One Piece?
Monkey D. Luffy
Gear 5 is Luffy’s Devil Fruit awakening. Bandai Namco’s announcement for ONE PIECE: PIRATE WARRIORS 4 describes Luffy awakening his Devil Fruit and transforming into Gear Five, specifically distinguishing him from the other characters named in the announcement. Bandai Namco Europe’s announcement is licensed-game material, but it explicitly identifies Gear Five with Luffy.
The sources available for this answer do not identify another canon character who uses Gear 5. That is a bounded finding, not a claim that every manga chapter or future installment has been exhaustively checked.
When does Gear 5 appear?
Crunchyroll’s 2023 guide to Luffy’s Gears places Gear 5’s manga debut in chapter 1044 and its anime debut in episode 1071, and describes it as Luffy’s Devil Fruit awakening. The official ONE PIECE.com episode 1072 listing associates Gear 5 with that episode’s title; it corroborates the official episode/title connection, rather than providing additional plot detail here.

Does Gear 5 in a video game mean another character can use it?
No. Licensed game content represents Luffy’s form in a game; it is not evidence that a different character uses Gear 5 in manga or anime canon. Bandai Namco America’s 24 July 2023 announcement lists “Luffy (Gear Five)” for ONE PIECE: PIRATE WARRIORS 4. Bandai Namco Europe’s later announcement describes a special move that temporarily transforms the playable Luffy (Onigashima Battle) into Gear Five.
Keep the distinction simple: Luffy is the canon user identified by these sources; games let players use a licensed version of his form.
