Retired FBI agent John Douglas described Buffalo Bill as a fictional composite of Ted Bundy, Ed Gein and Gary Heidnik, with different details associated with each man. That is a reported account of particular influences, not evidence that Buffalo Bill is a portrait of any one offender.
Who inspired Buffalo Bill?
Douglas identified three real offenders as influences on Jame Gumb, the fictional killer known as Buffalo Bill. The claimed connections concern specific behavior or features of the story:

These associations do not mean that any one of the three men carried out every act attributed to Buffalo Bill in the film. The character combines selected elements into a fictional story. A contemporaneous 1991 Washington Post article likewise reported the trio while cautioning that the characters were not, overall, realistic portraits.
Was Hannibal Lecter based on a real person?
The three-killer composite claim is about Buffalo Bill, not Lecter. In a 1999 interview, Douglas drew that distinction directly: “Hannibal Lecter does not really exist. There is no one, thank goodness, like him. I think it’s more scary that there are people like Buffalo Bill.” Salon interview.

That is Douglas’s statement, not a direct confirmation from author Thomas Harris about every influence on either character. The available accounts support describing Lecter as fictional and Buffalo Bill as a composite associated with the three named offenders; they do not establish a one-to-one real-life model for Lecter.
How did FBI profiling inform the story?
Harris had contact with FBI behavioral-analysis work. Douglas said Harris sat in on his criminal psychology classes, while a scholarly account describes Harris’s contact with the FBI Behavioral Science Unit and says agent Robert Ressler explained profiling and the FBI’s role in serial-murder investigations. The FBI describes how Douglas and Ressler systematically interviewed serial killers to study their methods, motivations and backgrounds, and how behavioral analysis developed as an investigative tool. Its historical account of Ted Bundy discusses behavioral assessment and victim selection. - Supported: Douglas described Buffalo Bill as a composite drawing on Bundy, Gein and Heidnik, with particular traits or methods associated with each.
- Not supported: That Buffalo Bill reproduces one offender’s complete life or criminal history, or that one of the three committed every act in the film.
- Separate character: The trio is linked to Buffalo Bill, while Douglas explicitly distinguished Hannibal Lecter from real offenders.
- Attribution matters: The specific links are reported by Douglas and secondary accounts; the sources cited here do not amount to a direct Harris statement confirming every detail.
For the fictional story itself, Thomas Harris’s novel The Silence of the Lambs is the source text behind the film—not a factual case history.
