Which Pokémon Card Pack Has the Best Pull Rates?

There is no universal best Pokémon TCG pack for pull rates. Here is what Pokémon guarantees, what counted pack openings show for Scarlet & Violet—151, and how to compare packs by your goal and price.

There is no single best Pokémon Trading Card Game pack for pull rates. The answer depends on what you want to pull. A pack that is best for “any foil” is not necessarily the best for a particular rarity, and none of the published odds guarantee a specific card. The most useful way to compare packs is to pick one defined outcome, look at the best available measured rate for that outcome in a specific set, and then weigh that against what the pack costs.

What Pokémon guarantees in each pack

Pokémon’s own support guidance is the baseline for any comparison. Pokémon Center Support’s article “What can I expect in a Pokémon Trading Card Game Booster Pack?”, updated February 3, 2025, describes the contents of a standard Scarlet & Violet-era pack: 10 game cards, made up of 4 commons, 3 uncommons and 3 foils, with at least one of those cards rare or higher. Each pack also includes an Energy card and a code card for Pokémon TCG Live.

The same article is clear about what the company does not promise. Because there are many rare card types and sets differ in size, a specific card or card type may not appear in many packs. Pokémon does not publish a ratio or pull rate for an entire booster box. In the article’s words: “While we do guarantee the above in each booster pack, we do not have a specific ratio or pull rate for entire booster boxes.”

Packs from before the Scarlet & Violet series worked differently. Under the older structure, the guarantee was at least one reverse foil per pack. The Scarlet & Violet structure, with three guaranteed foils and rare-or-higher cards always foil, was announced by The Pokémon Company in 2023. Do not assume that structure applies unchanged to every newer product. Check the packaging or current official guidance for the specific set you are buying.

What measured pull rates show

Independent collectors and data sites have counted pack openings to estimate how often each rarity appears. The most detailed public example is TCGplayer’s 2023 analysis of Scarlet & Violet—151, which reports sample rates from more than 1,500 opened packs. These are counted results for that one set, not official Pokémon odds.

The interval is the main thing to read alongside each rate. It tells you how far the sample could plausibly sit from the true rate. The Hyper Rare figure, for example, is 1.94% with a range of roughly 1.30% to 2.58%, so a sample of this size cannot say whether a given print run is slightly above or below that. Rarer categories have wider relative uncertainty, which is why a single ranking of “best” packs becomes less reliable the rarer the target.

Pokémon Predictor, which publishes set-by-set estimates, draws on TCGplayer Authentication Center counted openings. Its dataset covers 115,900 counted packs across 22 sets and was described as current as of October 7, 2026. It also states that Pokémon has not published pack odds for the paper TCG, so these numbers are community-counted estimates rather than official figures.

Turning a rarity rate into odds for one card

A rarity-level rate is easier to estimate than the odds for a single named card. To convert a rarity rate into the chance of one particular card, Pokémon Predictor assumes that every card in that rarity tier is printed in equal quantities. Pokémon does not publish print runs, so that assumption cannot be confirmed from public data. A named-card estimate therefore carries more uncertainty than a rarity-level one, and it should be treated as a rough guide.

Why an average pack count can mislead

Many readers ask how many packs it takes to hit a chase card. The answer is usually a long, uneven range. Each pack is an independent draw at the same rate, so a long run without a hit does not make the next pack more likely to contain one. The same logic applies to every pack you open.

Pokémon Predictor also cautions that an average pack count can be misleading because the distribution of packs needed has a long tail. A mean is not a guarantee, and it is not even a threshold you are more likely than not to reach. As a simple calculation from the 1.94% Hyper Rare sample rate, the chance of at least one Hyper Rare in 51 packs is about 63%. That means roughly a third of collectors opening 51 packs would still miss one. This figure is arithmetic on the reported sample rate, not a measured result.

How to choose a pack for your goal

Use the following questions to decide which pack or product is “best” for you.

  • Do you want any foil? Foil Energy and foil commons or uncommons are common enough that the measured rate for foil cards in a pack is high. Compare the foil count per pack in the official guidance for that product, not only the rarity rate.
  • Do you want a defined rarity tier? Use the sample rate for that tier in the same set, along with its interval. Compare only like with like: a Double Rare rate from one set is not directly comparable to a Hyper Rare rate from another.
  • Do you want one named card? Expect a much wider range of possible outcomes. Rarity-level estimates are more stable than card-level ones, and the card-level figure depends on the equal-print-quantity assumption above.
  • What does the pack cost? A higher hit rate does not automatically mean better value. Divide the price by the number of packs you expect to open for your target, and remember that a set with a much larger pool of chase cards can dilute the odds for any single card.
  • Are you buying loose packs or a box? Pokémon does not promise box-level hit ratios, so a box is not a guaranteed route to a higher-rarity card. Treat the per-pack rates as the only published reference.

Common mistakes when comparing packs

  • Treating a sample rate as an official probability or as a promise for your next pack.
  • Comparing sets with different sample sizes, collection methods or rarity definitions as though they were equivalent.
  • Using an average pack count as a target. The figure describes typical outcomes across many collectors, not your own result.
  • Assuming an older pack structure, or a newer one, applies to a set without checking its current official description.

Once you have defined the outcome you want, the most reliable comparison is between the published rate for that outcome in each set, weighed against the price and the sample quality behind each figure.
