The clearest way to answer the question is to separate Horan’s own descriptions from conclusions drawn from relationship timelines or press and fan speculation. A song can fit the circumstances of a relationship without the artist confirming that it is about a particular person.

“You Could Start a Cult”: a love song, but no named subject
In a 2023 Rolling Stone UK interview, Horan described “You Could Start a Cult” as a love song: “It’s about… not the desperation feeling, but the ‘I think you’re the best fucking thing in the world’ feeling.” He added, “And if you started a cult, I’d follow you into the fire.” The interview reported that Horan had been dating Amelia Woolley since 2020, which makes her a plausible contextual interpretation—but Horan did not identify her as the song’s subject.
“This Town”: hometown memories and early love
Asked in WIRED’s 2019 Autocomplete Interview, “Who did Niall Horan write This Town about?”, Horan answered, “Based on my hometown/young love from that time.” He went on to describe a first girlfriend—or someone he thought was a girlfriend—and the nostalgia of passing her in a pub after she had moved on. His explanation connects the song to a period and a memory, not to Steinfeld or Woolley by name.

“Too Much To Ask”: autobiographical, without a named person
In a 2017 GRAMMY.com interview, Horan called “Too Much To Ask” autobiographical and “from the heart.” He discussed the difficulty of writing it and his collaboration with Jamie Scott, but did not name a person who inspired it. Those comments do not establish a connection to Steinfeld.

The material checked does not show Horan saying that a particular song is about Steinfeld. “Put a Little Love on Me” has been associated with her in secondary attribution, but the reviewed reference does not provide Horan’s own confirmation. How to judge claims about who a song is about
- Direct identification: Horan explicitly names the person or inspiration. That is the strongest basis for a specific attribution; none of the comments above names Steinfeld or Woolley as the subject.
- Contextual association: A song is discussed during a reported relationship, or its lyrics seem to fit one. That can support an interpretation, but does not prove a dedication or identify its subject.
- Unconfirmed attribution: A press or fan claim may circulate without a direct statement from Horan. It should remain labeled as speculation unless stronger evidence emerges.
