No official U.S. list says which words must be bleeped on television. The words you hear censored on a given show usually reflect a network’s or distributor’s editing decision, not a complete government ban. The legal rules are narrower: they cover categories of content and the hours when broadcast stations can air them. This article explains those categories, the time window, why cable and satellite are treated differently, and why the famous “seven dirty words” are not a current word list.
Is there an official list of banned TV words?
No. The Federal Communications Commission (FCC) does not publish a word-by-word list of forbidden terms for television. The familiar “seven dirty words” phrase comes from George Carlin’s 1972 “Filthy Words” monologue and the enforcement fight that followed a broadcast of it. It is a historical reference, not the modern rule. In 1987 the FCC rejected an approach that would have limited enforcement to deliberate, repetitive use of only those seven words, so the regulatory test has never been a fixed vocabulary.
What the FCC does regulate is content measured against three legal categories, applied to over-the-air broadcasts in the United States.
The three legal categories
The FCC’s consumer guide, “Obscene, Indecent and Profane Broadcasts,” defines the terms this way:

Obscenity
Obscene material is not protected by the First Amendment. It is prohibited on broadcast, cable and satellite television, and it is banned at all hours.
Indecency
Indecent material describes or depicts sexual or excretory organs or activities in a manner that is patently offensive, but does not meet the legal test for obscenity. Indecency is the category that most often produces bleeped dialogue on broadcast TV.
Profanity
Profane material is grossly offensive language considered a public nuisance. Like indecency, it is judged in context.

The 6 a.m. to 10 p.m. window
For broadcast television and radio, the FCC states that indecent and profane content is prohibited between 6 a.m. and 10 p.m., when there is a reasonable risk that children may be in the audience. Obscene content is prohibited at all times. The guide’s own wording is the clearest statement of the rule:
“Indecent and profane content are prohibited on broadcast TV and radio between 6 a.m. and 10 p.m., when there is a reasonable risk that children may be in the audience.”
Outside that window, indecent and profane language can legally air on broadcast stations, which is why late-night programming is often less censored. Networks still apply their own standards, so a late-night bleep does not show that a word is illegal at that hour.

Broadcast versus cable and satellite
The FCC says the same indecency and profanity rules do not apply to cable and satellite television and radio in the same way, because those are paid subscription services. The table below compares the main variables.

The guide does not spell out every cable or satellite standard, so a bleep on a premium or cable channel reflects that channel’s own policy rather than a federal word rule.
How the FCC judges context
The 2009 Supreme Court decision in FCC v. Fox Television Stations recounts the FCC’s definition of indecency: language describing sexual or excretory activities or organs, in terms patently offensive under contemporary community standards for the broadcast medium, at times when children may reasonably be in the audience. - Explicitness or graphic nature. How direct the description or depiction is.
- Dwelling or repetition. Whether the material lingers on or repeats the descriptions.
- Pandering, titillation or shock value. Whether the material appears designed to sexualize or shock.
Each case is weighed on its own facts. A single brief word is not automatically a violation, and the same word can be treated differently depending on context.

Bleeping is a production and distribution decision. Networks, producers and distributors often remove words that could create regulatory or advertiser risk, even when the word may not meet the legal definition of indecency or profanity in that specific scene. The reverse is also true: a word can air unbleeped in one program and be bleeped in another. Use this checklist to interpret what you hear:
- If the bleep appears during daytime or early evening on broadcast TV, it may reflect the time-based indecency and profanity rules.
- If the bleep appears on a late-night broadcast, network standards are more likely the reason.
- If the bleep appears on a cable or streaming program, the channel or platform’s own policy is the likely cause.
- If the same word airs uncensored in another program at the same hour, the difference is editorial or contextual.
Where the “seven dirty words” come from
Carlin’s monologue listed seven words, including “shit,” “piss,” “fuck,” “cunt,” “cocksucker,” “motherfucker” and “tits.” The list became shorthand for taboo language in broadcasting, but the FCC has not adopted it as a fixed ban. For that reason, a term outside the list can still be restricted under the indecency or profanity categories, and a term on the list can air depending on context and time.

Scope and what is not covered
This article covers the United States. Other countries have their own broadcast rules and standards bodies, and they are not described here. The FCC’s consumer guide was last reviewed in 2019, so readers who need the current legal text should check the FCC’s own pages before relying on the wording above. The guide explains regulation, not the day-to-day bleeping decisions of individual networks or streaming catalogs, which change without notice.
In practice, the bleep you see on a show answers a narrow question: did a broadcaster, network or distributor choose to edit that moment? The FCC’s rules answer a different question: when is certain content legally prohibited on broadcast radio and television?
