What Kamala Harris Said About Biden, Trump and Medicare on The View

On The View on October 8, 2024, Kamala Harris said she could not think of a decision by President Joe Biden that she would have changed. The answer drew attention because she was running to succeed the president whose administration she served. Later in the interview, she named one difference: she would appoint a Republican to her Cabinet.

What Harris said she would have done differently from Biden

Asked what she would have done differently during the previous four years, Harris answered, “There is not a thing that comes to mind.” She immediately added that she and Biden were “obviously two different people” and said she would bring her own sensibilities to leadership. The exchange is recorded in the Roll Call / Factbase transcript.

The first answer became the interview’s most politically awkward moment. Republicans circulated it, and contemporaneous coverage described the difficulty it posed for a candidate seeking to distinguish herself from an administration she was part of. The tension was not simply whether Harris agreed with Biden: her initial answer offered no example of a decision she would have changed, even as she emphasized that she was a different leader. The Associated Press, ABC News and Semafor covered that balancing act.

Her later distinction: a Republican in the Cabinet

Later in the interview, Harris said she would appoint a Republican to her Cabinet. She framed the idea as a willingness to consider a good proposal regardless of party, saying, “I don’t feel burdened by letting pride get in the way of a good idea.” This was a specific contrast she offered after initially saying no Biden decision came to mind—not a retraction of her earlier answer.

What Harris said about Trump

Harris criticized Donald Trump as focused on his own needs rather than the concerns of voters and their families. In the transcript, she said he did not talk about what people, their parents or their children needed, concluding, “He talks about his needs.” That was Harris’s campaign criticism of Trump, not an independently established account of his motives. The remarks are also summarized in Axios’s contemporaneous coverage.

The Medicare home-care proposal

Harris also discussed a proposal for Medicare to cover in-home care for older adults, linking it to the pressures faced by family caregivers. It was a campaign proposal raised during the appearance, not a benefit that had already become part of Medicare. The Associated Press and ABC News described the proposal in their accounts of the interview.

Why the interview became a campaign story

The interview brought together two messages Harris needed to hold at once: continuity with Biden, whose vice president she was, and a claim that she would lead differently. Her first answer made the continuity unusually explicit; her later Cabinet pledge supplied a concrete example of how she said her approach could diverge. The political significance lies in that contrast, rather than in treating “campaign slip” as an objective label for the exchange.
