What Is Sub-Second Latency Streaming? Meaning, Measurement, and When It Matters

Sub-second latency streaming gets live video to a viewer in under one second. Here’s what the threshold means, when it matters, and how to assess delivery approaches.

Sub-second latency streaming delivers live video to a viewer less than one second after it is captured. It is most useful when people need to respond to what is happening in near real time; it is not automatically better for passive viewing, and a protocol’s capability does not guarantee that a particular stream will meet the threshold.

What does sub-second latency mean?

Latency is the elapsed time between a defined event at the source and the corresponding video appearing on a viewer’s screen. For streaming, a useful end-to-end boundary is camera capture to viewer playback. Amazon describes its latency measurement in those terms for its own service (Amazon IVS documentation).

“Sub-second” means less than one second across that path. The term is a practical threshold, not a universally fixed label: the ITU-T’s H.705.2 (September 2023) classifies one-to-five-second live streaming as low latency and more than five seconds as high latency, while the 2025 CDN Alliance white paper distinguishes sub-second streaming from the broader category of low latency. State the threshold and measurement boundary rather than relying on labels alone.

When does sub-second latency matter?

It matters when the viewing experience depends on timely interaction: a participant needs to answer a presenter, viewers are synchronized with an event, or a live source and its audience need to react to one another. A delay of several seconds may be acceptable for a documentary premiere, lecture, or sports broadcast where viewers mainly watch rather than participate. AWS recommends matching the delivery architecture to the interaction the use case actually requires (AWS guidance on real-time streaming).

  • Two-way interaction: Investigate WebRTC-based delivery when conversation or coordinated participation depends on very short delay.
  • Large, mostly passive audience: LL-HLS or LL-DASH may reduce delay while retaining HTTP/CDN delivery; a few seconds may be a sensible trade-off if interaction is not central.
  • Unreliable contribution connection: Evaluate how the contribution link handles loss and recovery separately from how the viewer receives the stream.

Which streaming approach can meet the target?

WebRTC The DASH Industry Forum’s 2022 report describes WebRTC as capable of end-to-end latency under half a second. This is a technology capability, not a result guaranteed for every deployment (DASH-IF report). Measure capture-to-screen delay with the actual devices, network, service path, and player. Check that the audience’s client devices support the chosen setup.
Low-Latency HLS (LL-HLS) Apple’s design uses partial segments and playlist mechanisms to make media available sooner while retaining HTTP delivery. At WWDC 2019, Apple described a one-to-two-second design target at scale over the public internet—not a sub-second guarantee (Apple’s 2019 WWDC session; Apple LL-HLS documentation). Confirm that origin, CDN, and player support the required low-latency behavior. If your requirement is strictly below one second, measure it rather than assuming “low latency” meets it.
Low-Latency DASH (LL-DASH) A low-latency HTTP-based approach identified alongside LL-HLS in AWS architecture guidance for passive-broadcast needs (AWS guidance). Validate end-to-end performance, delivery support, and player compatibility for your specific deployment; the cited material does not establish a universal result.

For context, AWS publishes service-specific figures for Amazon IVS: under five seconds for IVS low-latency channels and under 300 milliseconds for IVS real-time stages. These are IVS specifications, not general guarantees for WebRTC or other providers, and service values can change (Amazon IVS documentation).

Why a protocol alone cannot promise a latency number

End-to-end delay accumulates through the whole path: capture and encoding, when encoded media becomes available, transport, network conditions, server or CDN delivery, and player buffering and playback. Faster media availability can reduce waiting, but a slow or lossy network, delivery configuration, or player buffer can still raise the viewer’s delay.

Contribution transport is a separate concern from viewer playback. RFC 9317 discusses recovery behavior such as bounded retransmission and abandoning recovery when necessary to avoid head-of-line blocking. Those choices can affect how media reaches a service, but contribution latency is only one part of glass-to-glass latency (RFC 9317).

How to measure a real stream

  1. Set the endpoints. Define precisely where timing starts and ends—for example, the moment a camera captures a visible event and the moment that same event appears on a viewer’s screen.
  2. Use the real delivery path. Measure with the intended camera or source, encoder, ingest, network, delivery service, and playback app. A protocol’s published capability is not a measurement of your deployment.
  3. Test representative conditions. Include the network conditions, devices, and audience locations that matter to your viewers. Record the conditions alongside results.
  4. Report the result with context. Identify the measurement boundary, test conditions, and whether the number is a target, a service specification, or an observed result. Avoid calling a stream sub-second unless the end-to-end measurement is below one second.

When comparing solutions, assess the latency target, interaction requirements, audience scale and delivery topology, tolerance for packet loss and buffering, client support, operational complexity, and cost. Available evidence does not provide an independent, like-for-like performance benchmark across vendors.
