Streaming media is audio or video delivered over a network while you watch or listen, so playback can begin before the entire work has arrived. The Internet Engineering Task Force defines streaming as “the continuous transmission of media segments from a server to a client and its simultaneous consumption by the client.”
How does streaming work?
A service sends media from its servers across a network to a device such as a phone, computer, tablet, smart TV, or streaming media player. The device’s player receives the data, holds a short reserve in a buffer, then turns the arriving media into sound and pictures. Delivery and playback happen at the same time; you do not have to wait for the entire file to download first.
Video and audio are commonly divided into segments for delivery. Two approaches used for segmented streaming are HTTP Live Streaming (HLS) and MPEG-DASH. For video, a provider may prepare several versions of the same program at different bitrates. The player can select among those versions as network conditions or device capabilities change. This is called adaptive bitrate streaming.
Adaptive playback can trade picture quality for a steadier stream by selecting a lower-bitrate version when less data is getting through. It cannot create extra network capacity: the experience is still limited by the connection between the service and your device, as well as the device’s ability to decode and display the media. These delivery concepts are described in IETF RFC 9317.

Streaming vs. downloading: what is the difference?

Some streaming services also let subscribers download selected titles for offline viewing or listening. That is a separate feature from ordinary streaming; an offline download is stored for playback rather than continuously delivered during playback.
What kinds of media can be streamed?
Streaming describes how media is delivered, not a particular kind of program or payment model. It can carry audio or video, including a documentary, a music track, a live event, or a prerecorded program selected on demand.

- On-demand streaming: You choose available prerecorded content and start it when you want.
- Live streaming: A program is transmitted as a real-time broadcast. The delivery method is still streaming, though the content is live rather than prerecorded.
A documentary watched from a video service is typically on-demand streaming. A live broadcast of an event uses the same basic idea of media arriving as it is consumed, but viewers tune in while the event is being transmitted.
Why does streaming buffer or change quality?
Buffering is the player’s temporary reserve of incoming media. It helps playback continue through brief fluctuations in delivery. If data arrives too slowly or unevenly and the reserve runs out, the player may pause while it fills again. If the service offers multiple prepared versions, adaptive bitrate playback may switch to a lower-quality rendition to reduce the chance of another stall.

There is no single internet-speed requirement that applies to every stream. Needed throughput varies with resolution, encoding, the content, and the service’s delivery choices. Check the service’s current requirements if you need a specific recommendation.
Common causes and things to try
- Weak or inconsistent Wi-Fi: Move closer to the router or, where practical, try a wired Ethernet connection. Ethernet can help in some home setups, but it will not fix every cause.
- Network congestion or insufficient throughput: Pause other heavy network activity if possible, then try again. The service or player may lower quality if a lower-bitrate version is available.
- Latency or a slow route to the service: These can increase start time or interrupt delivery. Content delivery networks can help providers serve media from locations nearer to users, but that provider-side measure does not guarantee a fix for an individual connection.
- Device or player limitations: A slow device, limited memory, or processing demands can affect playback. Close unnecessary apps, restart the player, or try a compatible device with more capacity.
Cloudflare’s streaming explainer identifies latency, congestion, Wi-Fi problems, insufficient bandwidth, and slow client devices among factors that can affect playback. Changing picture quality does not solve every underlying connection or device problem.

Do you need a streaming device?
Not always. A phone, computer, tablet, or smart TV may already have the apps and player needed for the services you use. A separate streaming media player can be an option if your television does not provide the required apps or functions, but compatibility depends on the television, connections, and service. Check those before buying; many viewers do not need an additional device.
Streaming and copyright: what viewers should know
Streaming technology itself is content-neutral: it can be used to deliver material lawfully or to transmit copyrighted work without permission. Choose authorized sources for documentaries, films, music, and other protected works. The U.S. Copyright Office’s 2011 testimony distinguishes prerecorded on-demand streams from live content and discusses unauthorized streaming; it is useful for that basic distinction, not as a current market-size source.

Rights and licensing arrangements depend on the content and jurisdiction. For one specific U.S. example, the U.S. Copyright Office’s Music Modernization FAQ describes a blanket licensing framework established by the Music Modernization Act for interactive music streaming services, with relevant parts administered by the Mechanical Licensing Collective. That framework is not a general description of licensing in every country or for every kind of media.
