Jim is most commonly short for James, but Jim can also be a person’s given name in its own right. The nickname alone does not tell you someone’s full or legal name.
Jim is most commonly short for James
In ordinary English-language usage, Jim is a familiar short form of James. Oxford Advanced Learner’s Dictionary defines Jim as “a first name for boys, short for James” in its Jim entry. A specialist name reference likewise describes Jim as a medieval diminutive of James, lists it as English usage, and gives its pronunciation as /dʒɪm/ (Behind the Name: Jim).
Other short forms of James
Oxford lists Jamie and Jimmy alongside Jim as short forms of James in its James entry. These are conventional name relationships; they do not establish what any particular person’s full name is.
Jim can also be a given name
Some people are given Jim as their name rather than using it as a shortened form of James. So, if someone introduces himself as Jim, do not assume his legal name is James; ask if the distinction matters.

Scope of the usage
These references describe English-language usage. They do not establish a universal naming rule across every language or tradition, and an individual’s own name and preference take precedence over a conventional short form.
