What Is HEVC (H.265), and What Does It Mean for 4K Streaming?

HEVC is a video codec, not a resolution. Learn how it relates to 4K, what bitrate examples mean, and why service, device, display, and connection requirements matter.

HEVC (H.265) is a video compression format; 4K is a picture resolution. HEVC can make high-resolution video more bitrate-efficient, but its label alone does not tell you whether a video is 4K, HDR, or playable on your device. For 4K playback, the stream, device, display, connection, service plan, and playback settings all have to line up.

What HEVC (H.265) means

HEVC stands for High Efficiency Video Coding and is also known as H.265. A codec encodes and decodes video: it describes how picture information is compressed for delivery and then reconstructed for playback. H.264, also called AVC, is another widely used video codec.

Apple Developer’s Tech Talk on authoring 4K and HDR HLS streams describes HEVC as enabling higher quality at about 40 percent lower bitrate than H.264. That is Apple’s comparison, not a guaranteed saving for every video. Results vary with the footage and encoding choices.

For a streaming service, a more efficient encode can help deliver a given level of perceived picture quality using less bitrate. That can make high-resolution delivery more practical, but it does not remove the need for a compatible playback path or an adequate, stable internet connection.

HEVC is not the same thing as 4K or HDR

4K describes resolution, commonly 3840 × 2160 pixels for UHD video. HEVC describes the encoding. A 4K stream might use a codec other than HEVC, and an HEVC video may have a resolution below 4K. Neither label by itself confirms HDR: resolution, codec, and dynamic range are separate properties.

Apple’s HLS authoring specification treats codec, resolution, HDR format, and bitrate as distinct parts of stream delivery. In that Apple-platform context, it accepts several video formats, including H.264/AVC, HEVC/H.265, Dolby Vision, and AV1; its particular packaging and profile requirements should not be assumed to apply to every service or device.

What bitrate can an HEVC 4K stream use?

There is no universal bitrate that every HEVC 4K stream needs. The encoder’s choices depend on factors such as frame rate, content detail and motion, HDR, and the delivery service’s requirements. An encode’s bitrate is also not the same as the internet speed a household needs: the connection needs room for delivery variation and other network use.

Apple’s HLS authoring examples

Apple’s HLS authoring specification gives example 3840 × 2160, 30 fps variants at these bitrates:

Apple HLS example HEVC bitrate
SDR 11.6 Mbps and 16.8 Mbps
HDR 13.9 Mbps and 20 Mbps

These are possible encoding variants in Apple’s authoring guidance, not universal minimums for a viewer’s internet plan. Apple notes that content and frame rate affect the choice of variants. Its specification also says that, for maximum compatibility when UHD video is provided, some UHD variants should be at or below 15 Mbit/s; that recommendation concerns variants in its HLS guidance, not a universal 15 Mbps household-speed rule.

For HEVC in the documented Apple HLS context, the specification requires the fMP4 container. That is an authoring requirement for Apple’s HLS context, not a general instruction for every video file or streaming platform.

How fast does your internet need to be for 4K?

Use the recommendation from the service you actually watch; providers do not set one shared threshold. Netflix’s recommended internet-speed table says 15 Mbps or higher for UHD/4K. Apple Support recommends at least 25 Mbps for 4K in the Apple TV app. These are service-specific recommendations, not a single independently established minimum for all 4K streaming.

Allow headroom above a service’s stated recommendation if other people or devices share the connection, or if your connection fluctuates. A speed test at one moment cannot guarantee stable delivery at all times. Apple says the Apple TV app can switch to a lower-quality version when the connection is too slow.

Why an HEVC-capable setup may still not show 4K

Codec support is only one link in the playback chain. The service must offer a 4K stream for the title and plan, and the device, display, connection, and settings must support the service’s requirements. A device specification listing HEVC does not establish that every app or profile will play every HEVC stream in 4K.

  • Codec and profile: The device or app must decode the codec and profile used by the particular stream.
  • Source and display: The title or stream must actually be offered in 4K, and the display and playback device must support the needed resolution. HDR additionally requires compatible source, device, and display support.
  • Network: The connection must be sufficiently fast and steady for the service’s recommendation.
  • Plan and settings: The subscription and playback-quality setting must allow 4K where the service requires it.
  • HDMI and content protection: The connection between an external player and TV may have service-specific requirements.

Netflix 4K on Apple TV

Netflix’s guidance for Netflix 4K on Apple TV calls for an Apple TV 4K (first, second, or third generation), a 4K-capable TV, an HDMI port supporting HDCP 2.2 or later, a Netflix plan that supports 4K, a steady connection of at least 15 Mbps, and playback quality set to High. Those are Netflix’s stated requirements for this service and device context, not a checklist that applies to every 4K service.

When HEVC matters if you publish video

If you encode or deliver video, HEVC may help you target a lower bitrate for a comparable perceived quality than H.264, but test with your own footage and intended playback devices. Check the destination platform’s accepted codecs, containers, profiles, resolution, frame rate, HDR formats, and bitrate guidance before exporting. Apple’s HLS rules are useful when authoring for Apple-device HLS delivery, but should not be treated as universal platform rules.
