It may be software, hardware, or part of an integrated streaming system. You need encoding and packaging capabilities when your source is not already prepared for HLS—but you do not necessarily need to buy a separate hardware encoder.
What an HLS encoder does
HLS is a method for delivering live or on-demand audio and video over HTTP. An encoder converts source media into compatible output. For playback as HLS, that output also needs to be divided into media segments and described by playlist files that a player can read.
Those tasks may be handled by separate components or combined in one system. In a typical workflow, the source is encoded, packaged into segments and playlists, hosted on a web server or content delivery network (CDN), and requested by a player such as a webpage or app. Apple describes HLS as a workflow involving preparation, distribution, and client playback: Apple Developer Documentation.
What a complete HLS setup needs
- A source and encoding capability: a recording or live feed prepared in media formats suitable for the intended devices and service.
- Packaging: a way to create media segments and playlists. An encoder does not necessarily do this itself.
- Distribution: a web server or CDN that hosts and serves the playlists and media over HTTP.
- A receiver: a webpage, app, or other compatible client that reads the playlist, requests the referenced media, and plays it.
Apple’s basic deployment guidance describes fragmented MP4 with HEVC or H.264 video and AAC or AC-3 audio. Other combinations may be possible, but Apple does not recommend all of them. When you need an HLS encoder
Live production
If you are sending a live event through an HLS workflow, the source needs to be encoded, and the workflow needs to segment and save the encoded media. Apple says that live delivery requires a media encoder; the segmenting can be done by software or included in an integrated third-party solution. The resulting media and playlists must also be served to viewers.
On-demand video
A prerecorded video still has to be prepared in a compatible form for HLS playback. That preparation can happen ahead of time rather than in real time. If an upload or production system already creates the required HLS media and playlists, you may not need another encoder in your workflow.

Do you need a hardware encoder?
No—not solely because you want to use HLS. A dedicated hardware encoder is one way to encode a source, but software on a computer or an integrated production or streaming system may provide the necessary capabilities. The important question is what the particular setup does, not whether its product name contains “HLS encoder.”
Confirm whether the system covers encoding only, or also creates segments and playlists and sends or hosts them at the intended destination. Apple’s guidance allows segmentation by software or as part of an integrated third-party solution; that does not mean every product supports every HLS feature or playback target.

How to choose an encoder or workflow
- Inputs: Check that it accepts your camera, switcher, computer, or other source.
- Encoding formats: Verify the supported video codec, audio codec, and container against the current requirements of your destination and intended playback devices. Apple’s basic guidance names HEVC or H.264 video and AAC or AC-3 audio in fragmented MP4.
- Packaging: Establish whether it creates HLS segments and playlists or outputs media that another component must package.
- Multiple quality levels: If you need adaptive playback, check whether the workflow can create the required variants and playlists. HLS can offer alternate bit-rate streams so a client can select among quality levels.
- Delivery and operations: Confirm how the output reaches the web server, CDN, or integrated platform, and how your team will monitor and recover the stream.
- Current compatibility: Check the latest authoring and playback requirements for your target clients. Apple’s authoring guidance notes that HLS continues to evolve: HLS Authoring Specification for Apple Devices.
Apple’s older HLS overview describes master playlists, variant playlists, and media playlists, and discusses MPEG-2 transport-stream segments of typically 5–10 seconds. Treat those details as historical context, not as a current configuration recommendation; use current authoring guidance for present requirements: Apple’s archived HLS overview.
HLS is not the same as keeping a YouTube stream live
HLS describes a delivery workflow in which media segments and playlists are served over HTTP to a compatible player. Keeping a YouTube channel live around the clock is a different task; it does not, by itself, mean you need to build and host an HLS package. Standards and changing requirements
RFC 8216 is the RFC Editor’s record for HTTP Live Streaming. The RFC Editor classifies it as an Independent Submission, not an Internet Standards Track specification: RFC 8216. Apple’s current authoring guidance points readers to a newer draft as the up-to-date reference, so check the live Apple documentation for current requirements rather than relying on older format examples.
