Spoiler warning: this article covers the ending of the My Hero Academia manga and the anime’s epilogue.
Hawks survives the final war. The ending gives him no death scene. Instead, the epilogue places him at the head of the Hero Public Safety Commission, the institution he worked with on intelligence before the war, and he is no longer a frontline hero.

Who Hawks is before the ending
The official character profile describes Hawks as a highly ranked professional hero whose Fierce Wings Quirk lets him manipulate the firm, flexible feathers of his wings. His breezy, hard-to-pin-down public persona hides the intelligence work that puts him inside the conflict with the villains.
Shueisha’s official summary for volume 26, which collects chapters 247 to 258, says Hawks and the Public Safety Commission secretly gathered information ahead of the villains’ coming uprising. That summary supports describing his role as intelligence gathering, but it does not spell out every detail of the undercover operation. This early work is why his later place in the Commission reads as a continuation of his career rather than a sudden change of direction.

What happens to him in the ending
In the war and final-war portions of the story, Hawks confronts high-level villains and supports the heroes’ effort. The specific account of his final status comes from a secondary character synopsis. Shueisha’s and VIZ’s official catalog pages confirm the volume contents, and the anime’s official site confirms the adaptation boundary, but none of these official pages describe his individual fate. Official material available at the time of writing also contains no creator statement about Hawks’s outcome.
Does he lose or regain his Fierce Wings Quirk?
He loses it. According to the secondary synopsis, the damage he sustains in the war leaves him without Fierce Wings, meaning he can no longer fly or fight with his feathers. The same synopsis says that ability is not restored. None of the official pages describe a restoration, so the loss is the more reliable part of the account and the absence of recovery rests on that one secondary source.

Losing the Quirk is not the same as dying. The story treats the two differently: Hawks remains alive and keeps a meaningful role after the war.
What role does he take on afterward?
In the epilogue, Hawks becomes president of the Hero Public Safety Commission. This moves him from frontline hero work into leadership of the institution that shaped his career. For a character whose value was his field intelligence, the post is a logical endpoint, and it is the clearest signal of where the story leaves him.

Where the ending appears: manga and anime
The ending is spread across the final manga volume and a separate anime special, and the two versions stop at different points.

Chapter 431 is therefore the step beyond the TV finale. Whether the TV finale shows Hawks’s outcome depends on which chapter contains that detail, and the official pages do not say. If you watch only the TV series, treat the Hawks ending as unconfirmed until you have checked the manga or the special.
Availability for the special varies by country and streaming platform. Confirm where it is currently licensed on the official anime site before you search for it elsewhere.
