Myanmar’s ethnic armed organizations (EAOs) are a diverse set of non-state armed groups whose political causes center on ethnic rights, self-determination, or related demands. The Myanmar military is a national institution with formal command relationships that include the police and border guard forces under military control. EAOs do not form a single army, and they do not all share the same goals, alliances, or position toward the military or the opposition.

What is an EAO in Myanmar?

“Ethnic armed organization,” usually shortened to EAO, is a broad label for armed groups whose political causes centrally involve ethnic rights or issues. It describes a category of organizations, not one organization with a shared headquarters, commander, or national strategy. The International Institute for Strategic Studies (IISS), in its overview of Myanmar’s conflict published in 2022, described more than 20 such organizations. That figure conveys the scale of the landscape at the time; it is not a definitive current count, and there is no universally agreed list implied by the number.

EAOs have different histories, political constituencies, territorial roots, and relationships with one another. Some seek greater self-determination, autonomy, or federal arrangements; the balance among those aims varies by group. “Ethnic” does not mean that every member or supporter has the same identity, nor does the label establish what an organization currently wants or controls. To understand a particular group, it is more useful to ask what it says its political cause is, where it operates, how it is organized, and what its relationships are at a given time.

The IISS overview frames the conflict through six connected but distinct “warscapes”: Rakhine, the northeast, the southeast, the northwest, the central Dry Zone, and lower Myanmar. These are not six sealed-off conflicts. They are a reminder that national summaries can hide regional differences in actors, alliances, and objectives. The overview’s examples included support for People’s Defence Forces (PDFs) by the Karen National Union (KNU) and Karenni National Progressive Party (KNPP) in the southeast, differing strategic aims in Rakhine, and conflict between EAOs in the northeast. Those examples describe the period covered by the IISS publication; they should not be treated as a current map of front lines or control.

How are EAOs different from the Myanmar military?

The clearest difference is institutional. The Myanmar military—also called the Tatmadaw in the sources—is a national state institution with a formal chain of command. EAOs are non-state organizations, each with its own structures and political direction. The military’s formal security relationships extend beyond the armed forces: the UN Secretary-General’s 2025 report on children and armed conflict describes the armed forces exercising full control over the police under the Myanmar Police Act and military control over border guard forces. It also describes military support for militias, including Pyu Saw Htee. Those relationships do not make every police unit, border guard force, or militia identical to the armed forces; they are distinct actors whose institutional ties should be described precisely.

Question Myanmar military Ethnic armed organizations
What kind of actor? A national military institution with a formal command structure. A broad category of non-state organizations; no single EAO-wide command.
What political basis? The armed forces are an institution of the state. Their institutional status is different from the political causes of the groups opposing or negotiating with them. Causes centrally include ethnic rights or issues; stated goals and priorities differ by organization.
How are they organized? Formal command relationships extend to police and border guard forces under military control, as described in the UN’s 2025 report. Each organization has its own command and relationships. A coalition or alliance does not represent every EAO.
Where do they operate? A national institution involved in conflicts across different regions. Groups are rooted in different ethnic and borderland regions; territorial authority and administration vary.
What does a ceasefire or alliance tell you? It is one part of the military’s relationship with a specific organization at a particular time. It does not establish a permanent alignment, shared agenda, or current conduct across all EAOs.

The State Administration Council (SAC), the military, the police, military-aligned militias, EAOs, PDFs, and local defence groups should not be collapsed into a single set of labels. In particular, the name “military” refers to the armed forces as an institution; it is not a synonym for every authority or armed actor in Myanmar. Likewise, an EAO’s opposition to the military does not by itself tell you whether it is aligned with the SAC’s opponents, working with a particular political body, or pursuing its own priorities.

Are EAOs the same as PDFs or all anti-military groups?

No. Many PDFs and local defence groups emerged after the 2021 military takeover, whereas established EAOs predate the coup and have longer histories. The terms therefore point to different kinds of actors and different formation contexts. Some PDFs have been under the command of the National Unity Government (NUG); many local defence groups have been mostly independent of it. Established EAOs have trained or supported some newer forces, but that connection does not turn those forces into EAOs or prove that they all share one command.

The UN Secretary-General’s 2025 report describes estimates of at least 200 PDFs and more than 400 local defence groups after the coup. It also notes that estimates vary. These figures refer to those categories of post-coup groups, not to a definitive count of EAOs, and the report’s description that most local defence groups were mostly independent of the NUG cautions against treating the opposition as a unified force.

Actor What the label means What it does not establish
EAO A non-state armed organization whose political cause centrally includes ethnic rights or issues; organizations differ in aims and structure. Membership in one unified army, a single position toward the NUG, or a particular current alliance.
PDF A category of armed groups that arose in the post-coup resistance landscape; some have been under NUG command. That every PDF is under NUG command or is an EAO.
Local defence group A local armed group; many formed after the coup, and the UN report says most were mostly independent of the NUG. That it has the same goals, command, or alliances as other local groups.
Myanmar military The national armed forces, referred to as the Tatmadaw in the cited sources. That the SAC, police, border guard forces, or militias are all interchangeable with the armed forces.

Do all EAOs fight the military or support the same opposition?

No. EAOs’ military and political relationships change, and they can differ sharply from one another. Some have aligned or coordinated with the broader anti-coup movement; others prioritize their own territorial or self-determination objectives. Conflict can also occur between EAOs. A group’s ethnic identity, its history of conflict with the central government, or its participation in an alliance is not enough to determine its current conduct.

The Three Brotherhood Alliance is a specific coalition, not another name for the EAO category as a whole. It consists of the Arakan Army (AA), Ta’ang National Liberation Army (TNLA), and Myanmar National Democratic Alliance Army (MNDAA). The IISS’s 2025 analysis discusses major operational changes and this alliance’s membership. That dated account helps explain a phase of the conflict, but it does not establish the current military balance or mean that every EAO belongs to the alliance.

  • Compact without compromises: Our sleek design won’t block neighboring HDMI ports, so you can switch from streaming to gaming with ease. Plus, it’s designed to stay hidden behind your TV, keeping wires neatly out of sight

Conflict dynamics also connect local and national struggles in different ways. In the IISS’s earlier regional account, examples of EAO support for PDFs in the southeast coexisted with distinct strategic aims in Rakhine and clashes between EAOs in the northeast. The point is not that these patterns remain unchanged, but that “the resistance” is not a single actor with one command or one set of objectives. Any claim about a group’s alliance, operations, or territorial role needs a date and a named group.

What does the Nationwide Ceasefire Agreement tell us?

The Nationwide Ceasefire Agreement (NCA) is not a roster of every armed organization, and signing it does not reliably predict a group’s later alignment or conduct. In an October 2023 speech marking the agreement’s eighth anniversary, Senior General Min Aung Hlaing said that ten ethnic organizations had signed. That is his stated count in a government speech, not an independently established current total. The speech’s description of 2022 as the “Year of Peace” is political rhetoric, not a neutral assessment of conditions.

The UN Secretary-General’s 2024 reporting on human rights in Myanmar describes a contested post-coup context: NCA signatories fighting the military, some groups declining military-led talks, and disagreement about the agreement’s standing after the takeover. These points show why “signatory” is a historical and political fact, not a substitute for checking what an organization was doing at a particular date. They also explain why the NCA should not be presented as covering every armed group.

  • Check which organization signed, rather than assuming all EAOs did.
  • Separate the fact of signing from later participation in fighting or talks.
  • Attribute claims about the number of signatories to the speaker and date.
  • Do not infer a current ceasefire, political alignment, or military posture from the agreement alone.

What can the available figures tell us about the human cost?

The UN Secretary-General’s 2025 report, covering verified grave violations through 2023, recorded 5,141 grave violations against 4,089 children. For that reporting period, the UN attributed close to 80 percent to Myanmar armed forces and affiliated forces, about 10 percent to armed groups including PDFs, local defence groups, and EAOs, and about 10 percent to unidentified perpetrators. These are report-period findings, not current totals. They distinguish reported responsibility; they should not be read as equal shares or as a measure of every form of harm in the conflict.

The same UN reporting gives humanitarian figures as of December 2023: more than 2.6 million people displaced nationwide, including 2.3 million displaced after the military takeover, and 5.8 million children needing humanitarian assistance. These figures describe a specific date, not the situation in 2026. They provide essential context for why the conflict’s effects cannot be reduced to maps of territory or alliances, while remaining separate from the question of which individual group controlled a particular area.

How to assess a claim about a particular armed group

Because organizations and alliances change, a useful account identifies the actor and dates the claim rather than treating a broad label as an explanation. Apply the same checks whether the claim concerns an EAO, a PDF, a local defence group, or the military.

  1. Identify the organization. Use its full name and, where useful, its acronym. Do not write “EAOs” if the evidence concerns only one group or alliance.
  2. Classify the actor correctly. Establish whether it is an EAO, a post-coup PDF, a local defence group, the national armed forces, or another institution. Explain any documented support or command link without merging the categories.
  3. State the date and geography. A regional example in the IISS overview or an operational change discussed in its 2025 analysis is evidence about the period described, not a comprehensive current control map.
  4. Distinguish aims from alliances. A group may share a military opponent with other actors while keeping distinct political priorities. Membership in the Three Brotherhood Alliance applies to its three named members, not to every EAO.
  5. Check the type of evidence. Attribute official claims, such as the 2023 government speech’s count of NCA signatories, to the speaker. Keep UN reporting-period statistics attached to their dates and definitions.

This approach avoids two common errors: portraying all EAOs as one unified opposition army, and treating every armed group opposing the military as an EAO. It also prevents a ceasefire signature, ethnic identity, or past alliance from being used as a shortcut for a group’s present-day position.
