Yes. War Dogs is based on the real story of Efraim Diveroli and David Packouz, whose company, AEY, won a major U.S. Army ammunition contract for Afghanistan. The deal fell apart after prosecutors alleged that AEY supplied prohibited Chinese-made ammunition while concealing its origin. The movie draws on the case, but it is a dramatization—not a documentary or a scene-by-scene record.
How did Diveroli and Packouz get the Army contract?
AEY was a small arms-trading company associated with Efraim Diveroli and David Packouz. On July 28, 2006, the Army issued a solicitation for ammunition for Afghanistan. On January 26, 2007, it awarded AEY the contract. The indictment states the contract and bid value as $298 million; a 2008 House committee report rounds the figure to $300 million.
The contract made AEY responsible for supplying ammunition to U.S. forces in Afghanistan. It also barred Chinese-made ammunition. The size of the award drew scrutiny because of questions about the company’s qualifications and the government’s assessment and oversight of the deal.
What did AEY do, and why did the deal collapse?
According to the June 2008 indictment, AEY’s shipments included Chinese-origin ammunition. Prosecutors alleged that Chinese markings were removed or concealed and that certificates falsely identified Albania as the ammunition’s manufacturer or point of origin. Those details come from the charging document and should be understood as allegations, not as independent findings established by the indictment itself. The defendants later pleaded guilty.

The House committee report says the Army terminated the contract for cause on May 23, 2008, after $66 million had been paid. The committee’s criticism extended beyond the contractors: it questioned whether the contract was needed, whether AEY’s qualifications were adequately assessed, and how the contract was executed and overseen. The committee summarized its concerns this way: “The record before the Committee indicates that there was questionable need for the contract in the first place, a grossly inadequate assessment of AEY’s qualifications, and poor execution and oversight of the contract.”
What happened to the people involved?
The Justice Department says AEY, Diveroli, Packouz, and associate Ralph Merrill Podrizki pleaded guilty in 2009. Their legal histories should not be collapsed into one outcome. In its 2015 opinion, the Eleventh Circuit recounts Diveroli’s guilty plea to conspiracy and his 48-month prison sentence. The sources cited here do not establish sentences for Packouz or Podrizki, so it would be misleading to assign them Diveroli’s sentence.

How closely does the film follow the true story?
The film is based on the case, but it changes details. The Eleventh Circuit noted that Diveroli’s story had inspired a Rolling Stone article, a book, and a forthcoming comedy film. Simon & Schuster describes Guy Lawson’s War Dogs as a true-story account; TIME’s 2016 coverage points out changes in the movie, including the cars and the nationality of one character, and says it is not a documentary. Those accounts support treating the film as dramatized, not grading every scene for accuracy.
