The essay is an opinion piece published on 14 February 2024—not a guide to current UCC requirements.
What Haksar means by “no law can stop love”
Haksar’s claim is not that law has no effect on relationships. Her essay considers how formal rules and social expectations attempt to shape partnership, while insisting that neither can fully contain human attachment. Its closing image is people reaching out and holding hands across boundaries of caste, religion, community and even national borders.
That tension gives the essay its subject: people may find new ways to meet and imagine companionship, but inherited hierarchies still influence which relationships are accepted and how people choose partners. Haksar writes as a human rights lawyer and author, and the piece should be read as her argument rather than as a neutral account of law or a survey of public opinion.
Why the essay discusses Uttarakhand’s Uniform Civil Code
The UCC provides the essay’s legal context. Haksar’s February 2024 account refers to the Uttarakhand Assembly’s passage of the bill on 7 February and describes a first-month registration requirement for live-in couples. Those details belong to the essay’s publication context; they should not be treated as a statement of the current rule.

What the official legal record establishes
Uttarakhand’s official Act is Act No. 03 of 2024, notified in the state gazette on 12 March 2024. It addresses marriage and divorce, succession, live-in relationships and related matters. The Act provides that it takes effect on a date appointed by a state government notification in the Gazette, so the Assembly’s passage date is not, by itself, the commencement date.
The Act states that it applies in Uttarakhand and to Uttarakhand residents outside the state, subject to exceptions. It excludes members of Scheduled Tribes and persons or groups whose customary rights are protected under Part XXI of the Constitution. The 2025 Rules also specify application of provisions concerning live-in relationships in cases where one partner is a foreign national and the other is a Uttarakhand resident.

What not to infer about live-in registration
The official UCC portal lists live-in registration as a service and displays a ₹500 fee and a 30-day service timeline. Those portal details do not, on their own, establish the current statutory deadline for registration or the consequences of failing to register. The portal’s government-orders index includes amendment instruments through 2026, and the available Rules information also makes commencement dependent on a Gazette notification. The essay’s first-month description therefore should not be repeated as current legal advice. Anyone who needs to act on the law should consult the latest Act, Rules, commencement notifications and amendments through the official Uttarakhand sources.
Digital companionship changes the question, not the social landscape
Haksar asks what love might look like in a digitally empowered society. She invokes a hypothetical woman and hologram, artist Alicia Framis’s intended virtual partner, and China’s Glow chatbot to explore how people might imagine companionship beyond conventional human pairings. These are examples in the essay’s framing, not endorsements or independently verified assessments of the services or projects.

Her answer is not that technology has made older forms of inequality disappear. The essay sets novel possibilities alongside matchmaking platforms such as Shaadi.com and MatrimonialsIndia.com, which it uses to illustrate how online matching can preserve preferences around caste, religion, citizenship and patriarchal expectations. The medium may change how people meet; the social filters applied to a match may remain familiar.
What the essay’s Gleeden figures do—and do not—show
Haksar reports a Gleeden survey claim that 55% of married Indians had relationships outside marriage in 2020, and cites the company’s claim of 20 lakh users in India in 2022. The essay does not provide the survey methodology or underlying report, and the user count is company-attributed rather than independently audited in the sources cited here. Neither figure should be read as a validated representative estimate of married Indians or as an independently verified count.

The essay’s answer to love shaped by rules and calculation
Haksar says she would not trade human touch for a hologram or robot, or for a matchmaker operating through calculations of caste, class and material circumstances. Her preferred vision of love crosses those boundaries. The essay’s ending is an expression of that conviction: “There are enough love stories in every corner of India and no law can stop us from reaching out and holding hands across caste, religion and community and even borders.”
