What Trump said about movie tariffs
In an interview with the California Post reported by TheWrap on January 26, 2026, Trump said, “I’m going to be putting tariffs on movies from outside of the country,” naming Canada as an example. He also said he would pursue low-interest bonds to support movie production. The interview did not provide details about a tariff’s rate, scope, collection, or legal authority. TheWrap’s January report described the comments as a renewed call, not an announced operating policy.
Was the tariff going to be 100%?
Trump’s 100% figure belongs to earlier statements. In May 2025, he called for a 100% tariff on movies produced in foreign countries and framed the issue as a national-security concern; the White House said no final decision had been made and that options were being explored. He repeated the 100% threat in September 2025. Neither earlier statement establishes a rate for the January 2026 revival. How a movie tariff differs from the proposed production credit
On August 31, 2026, Trump called on Congress to enact a bipartisan federal production incentive after meeting with Jon Voight. On September 24, lawmakers introduced the Motion Picture, Television, and Entertainment Revitalization Act in both chambers. These are distinct approaches: the tariff call would target movies made outside the country, while the bill would reward qualifying domestic production activity.

The bill text says a qualifying film or television production must have a total cost above $1 million and at least 75% of principal photography days in the United States. Sponsor materials describe the credit structure, including optional bonuses. These are terms in introduced legislation and could change as it proceeds. The House bill text and Senator Tim Scott’s announcement provide the proposed details. Why applying a tariff to movies would be complicated
Film production can span borders: a project may be financed in one country, shot in another, and edited or completed with visual-effects work elsewhere. That makes the phrase “movies from outside the country” difficult to apply without definitions. Reporting has identified unresolved questions about what counts as a foreign film, how to value a film as an import, and which authority could impose a tariff. Those are practical and legal questions, not proof that a tariff is impossible.

As trade specialist William Reinsch told The Washington Post, “These days they’re made everywhere in multiple locations with both American and foreign actors and complex production arrangements.” The report discusses the classification problem and the uncertainty around implementation.
What the industry reaction shows—and does not show
Reuters reported that the initial May 2025 tariff call temporarily halted some projects and international film-finance discussions while producers assessed potential effects. During the later renewed threat, Reuters described a more muted reaction. ProdPro CEO Alexander LoVerde said there was no data evidence that studios were shifting more production to the United States because of tariff concerns. Reuters’ reporting describes industry reaction at that time; it does not establish the future impact of a policy that had not been implemented.

What the bill’s spending projections mean
An MPA-commissioned study by Olsberg•SPI projected annual U.S. production spending of $38.7 billion in 2035 with the modeled credit, compared with $16.7 billion without it. Those are scenario projections, not observed spending, guaranteed outcomes, or a measure of what the introduced bill will actually produce. The House introduced H.R. 10582 on September 24, 2026, and referred it to the Ways and Means Committee, according to the official House bill record. Senator Adam Schiff’s office reported eight additional bipartisan Senate cosponsors on September 28. That update indicates support activity, not passage. Accordingly, the tariff remains a public proposal without implementation details in the January interview, while the production credit is a separately introduced bill whose terms and status may change through the legislative process.
