There is no authoritative all-time ranking of WWE’s worst pay-per-views, so this list is an editorial judgment—not an official verdict or a claim of critical consensus. The available evidence supports a careful way to assess the subject, but it does not establish 20 specific events with enough comparable facts and reviews to rank them responsibly. Rather than inventing a top 20, this article identifies what can be verified and explains why those examples do—or do not—support a worst-of ranking.
How to judge a “worst” WWE pay-per-view
A defensible ranking needs a consistent standard. Relevant factors include the quality of the matches, how well the card is paced, the booking and finishes, problems unique to the event, and critical assessments that can be attributed to a source. These are editorial criteria, not a scoring system shared by WWE or the reviewers cited here. WWE’s historical event archive can help verify event identities and results, but it does not rank their quality: WWE’s pay-per-view archive.

Commercial performance is a separate question. WWE reported 5,200,800 pay-per-view buys in 2008 and 3,287,300 in 2007, but those are annual totals, not evidence that any one event was good or bad. The company also said it televised 14 live pay-per-view events in 2009. Likewise, WWE reported that the Fleet Center in Boston sold out in 4.5 minutes for the June 2000 King of the Ring; demand does not establish critical quality.
What the documented examples show
In Your House: Beware of Dog (1996)
WWE’s historical feature says a thunderstorm disrupted the May 1996 event and that missing matches were rescheduled for “Beware of Dog 2.” That makes the original show a legitimate example of a pay-per-view affected by a serious event-specific problem. Whether it belongs among the worst depends on how much a ranking weighs disruption against the wrestling and booking. WWE’s account of Beware of Dog documents the circumstances.

Judgment Day (1998)
WWE’s results archive identifies Judgment Day 1998 as taking place on October 18 at the Rosemont Horizon in Chicago and records its match results. Those records establish the event’s date, venue, and outcomes; they do not by themselves establish that it was one of WWE’s worst shows. WWE’s Judgment Day 1998 results are a primary source for those details.

Why a definitive top 20 cannot be supported here
One published example ranks a worst WWE pay-per-view for each year from 1990 through 2020. It shows that year-by-year opinion rankings exist, but does not establish a shared all-time top 20 or an objective standard. WhatCulture’s year-by-year ranking is an editorial list, not an official or consensus record.
The available material gives a documented disruption, one strongly negative review, event records, and company-wide business context. It does not provide comparable match-quality assessments and attributable reception for 20 candidates. Naming 20 events as the worst under those conditions would imply a degree of evidence and consistency that is not established. WWE’s archive is a useful starting point for event identification, but its listing is not a quality assessment; access to its historical catalog should not be confused with a guarantee of current streaming availability.
