The available California rules explain how psychologist license statuses work, but they do not establish Phil McGraw’s individual current status or confirm his academic degrees. Those claims require separate, authoritative records.
What “inactive license” means—and what it does not prove
California’s Board of Psychology distinguishes inactive status from retired status. Inactive status is for a licensee who may want to practice in California in the future and must be renewed periodically. Retired status is for a psychologist who is done practicing; the Board says a retired licensee may not perform activities for which an active license is required. These are general definitions, not evidence of McGraw’s personal status.
License terms such as “inactive,” “retired,” “expired,” “revoked,” and “surrendered” are not interchangeable. A claim about a particular person requires that person’s current regulator record and, where relevant, associated public disciplinary documents. The California Board says its BreEZe search reflects primary-source licensing information, while cautioning that posting delays or human or mechanical errors can occur. Check the record and its effective date rather than relying on an old summary. California Board of Psychology: Primary Source; California Board of Psychology: License Verification
A doctorate is not a psychology license
An academic degree documents education; a professional license is authorization, under a particular jurisdiction’s rules, to perform regulated work. In California, a qualifying doctoral degree is only one part of initial psychologist licensure. The Board also lists supervised professional experience, required coursework, and examinations. Its published experience threshold is 3,000 hours, including 1,500 postdoctoral hours; this is a licensing requirement, not a claim about McGraw.

Consequently, knowing that someone has a doctorate would not by itself establish that the person holds a current California psychologist license. Conversely, a license lookup is not a complete source for documenting academic history. The Board’s certified verification gives current status and the effective date of that status, but does not list periods of non-practicing status or a licensee’s school and degree information. Psychologist and physician credentials are separate
Psychologist licensure and physician licensure are separate regulatory systems. The Medical Board of California says a physician with an inactive physician license may not practice medicine in California. That rule concerns physician licenses; it does not determine a person’s psychologist-license status or prove that the person holds a medical degree. How to verify a specific claim about McGraw
- Identify the profession and jurisdiction. Determine whether the claim concerns a California psychologist license, a physician license, or another credential. Each must be checked with the relevant regulator.
- Search the regulator’s individual record. For California psychology licensing, use the Board’s License Verification page and review the record rather than inferring status from general rules.
- Read the status and effective date. Treat the result as a dated status record. The Board notes that online information can be subject to delay or error, so a consequential claim may warrant confirmation with the Board.
- Verify education separately. The Board’s certified license verification does not supply school or degree information. Use a separate authoritative academic source before stating a specific degree or graduation date.
The available California regulator guidance does not itself establish McGraw’s current license status, license history, specific degrees, or graduation dates. Without his individual record and an authoritative source for education, none of those personal details should be presented as confirmed.
