A complete, evidence-backed top ten is not established: the available ranking names six main antagonists, so this guide compares those six without filling the remaining places with guesswork.
Which Ultimate Universe does this ranking cover?
Marvel has used “Ultimate Universe” for more than one continuity. This ranking covers the newer universe, Earth-6160—not the original Ultimate continuity, Earth-1610. That distinction matters because the characters’ roles and histories differ between the two.
The six candidates below come from a ComicBook.com ranking of the newer line’s main antagonists “so far,” published August 9, 2025. Its ordering is a threat ranking, not an objective measure of who would win every fight. The list is limited to those six rather than presenting an unsupported top ten.
How the villains are compared
Power can mean more than physical strength. This comparison weighs on-page combat and destructive ability, the scale and duration of each threat, strategic or political control, and the ability to defeat or disrupt the heroes’ plans. Those are editorial criteria, not official Marvel statistics. They explain why the Maker ranks first overall even though Hulk is the stronger direct combatant.

The six strongest established threats
1. The Maker — strongest overall threat
The Maker is a Reed Richards variant whose threat comes from shaping the conditions in which everyone else has to fight. Marvel’s character explainer traces his change from a member of the Ultimate Fantastic Four into a multiversal threat seeking to rebuild his lost home in his own image. In Earth-6160, he has used time travel and historical manipulation to suppress heroes and help create a villain-led order.
His advantage is therefore not simply a claim that he hits harder than every rival. He can influence the world and its history, making him the broadest and most consequential antagonist in this comparison. Marvel’s official Ultimate Endgame reading-list description says: “After two (thousand) years trapped in the City, the Maker emerges utterly transformed and ready to unleash his wrath—and it will take every hero in the Ultimate Universe to stop him.” The two thousand years are part of the story description, not a real-world measurement.

2. Hulk — greatest direct physical danger
The newer Ultimate Hulk is described by ComicBook.com as the Maker’s strongest ally and the Iron Fist who rules K’un-L’un. The same ranking says he repeatedly overwhelmed the Ultimates in their first fight. That makes Hulk the clearest choice if “strongest” means the most formidable opponent in a direct physical clash. It does not make him a greater overall threat than the Maker, whose influence operates on a wider scale.
3. The Sinister Six — dangerous as a group
This crime-boss version of the Sinister Six is a collective threat rather than one fighter. ComicBook.com places the group third among the main antagonists, while noting unstable cooperation. Their danger depends on whether the members can coordinate; the group’s ranking should not be mistaken for a single character’s individual power.

4. Moon Knight (Khonsu and Ra) — a cult-backed threat to Wakanda
In this continuity, Moon Knight refers to Khonsu and Ra, cult leaders seeking Vibranium and fighting Wakanda. Their power includes the ability to mobilize followers around that goal, so their threat has a political and organizational dimension as well as a combat one.
5. Shadow King — a possession threat
ComicBook.com describes Shadow King’s danger as centered on possession, with Armor and the Children of the Atom in the conflict. That kind of threat works by compromising people and disrupting the heroes’ ability to respond, rather than relying only on physical force.

6. The Rasputins — regional rulers and a mutant threat
Colossus, Magik, and Omega Red—the Rasputins—lead their region and threaten mutants. The 2025 ranking noted that their on-page activity was still limited at the time, so their placement carries more uncertainty than a long record of demonstrated victories would. Their status as leaders and the potential reach of their threat matter, but the available evidence does not support elevating them above the more fully demonstrated dangers above.

It depends on what “stronger” means. For a direct physical fight, Hulk has the clearest evidence: the 2025 ranking reports that he repeatedly overwhelmed the Ultimates. For total power and threat to the universe, the Maker ranks higher because time travel, historical manipulation, and control over the world let him shape conflicts before they begin. Neither comparison is an official Marvel power scale.
