The official Apple TV episode listing describes the episode’s two threads: “Hoping to control the future of Gotham’s drug trade, Oz and Sofia must first address the skeletons in their closet. Meanwhile, Victor is torn between his new life and what remains of his old.” That split captures the episode’s central conflict: a fragile business alliance grows as Victor weighs whether to return to the life he had before the flood.

Why is Victor torn between Graciela and Oz?
The loss that shapes his decision
A flashback returns to the night of the Riddler’s attack. Victor is with his family in Crown Point, then heads out with his girlfriend, Graciela, and friends to watch fireworks. When the seawall breaks and floodwater reaches the family’s apartment, Victor watches his family die. The disaster explains why his choice in the present is about more than a job: he is deciding what kind of life, and connection, he can still hold on to. Oz offers a role; Graciela offers a way out
In the present, Oz pays Victor to keep working for him. When Sofia visits Oz’s apartment, she studies Victor and asks about his life. After she leaves with Oz, Victor calls Graciela. The contrast puts his two possible futures side by side: a connection to his former life, or a place in Oz’s increasingly dangerous orbit.

Victor ultimately stays with Oz instead of leaving with Graciela. The decision is not proof that Victor is simply loyal to Oz, nor that Oz provides a healthy replacement family. A more grounded reading is that Oz gives Victor a role and a direction after devastating loss—but accepting that role also draws him further into criminal danger. The official synopsis frames the conflict as a choice between Victor’s new life and what remains of his old one. TV Guide’s episode coverage also discusses the choice.
What is Bliss, and what do Oz and Sofia want?
Sofia proposes building a business around Bliss, a drug derived from a rare mushroom strain she encountered during her time in Arkham. The idea is hers, not Alberto’s. Oz joins her effort because a foothold in Gotham’s drug trade advances his ambitions, but the shared goal does not make their interests or history any less complicated.

To find a distributor, Oz and Sofia approach the Triad in Chinatown. According to ComingSoon’s episode recap, they secure cooperation by blackmailing Johnny Viti over his affair with Luca Falcone’s wife, then making it appear that the Falcone family backs the arrangement. The deal shows Sofia working as a strategist in her own right, while the means they use underline how precarious the partnership is.

Victor makes his choice
Victor’s decision to remain with Oz is the episode’s emotional turning point. He could leave with Graciela and move toward his old life, but instead chooses a dangerous connection that gives him a new role. The episode does not settle whether that choice will become loyalty, dependence, or something more complicated; it shows Victor taking a step into a life he cannot treat as harmless.

The business partnership faces immediate danger
Oz and Sofia’s Bliss operation may give them a route into the drug trade, but it is built on mutual ambition, leverage, and unresolved mistrust. The Maronis ambush them at the end. Oz escapes with Victor, leaving Sofia behind, and Victor acts decisively in Oz’s defense. The attack shifts the immediate question from whether the partnership can grow to whether it can survive the danger it has attracted.
