The Penguin Ending Explained: How the Series Sets Up The Batman Part II

Oz wins control of Gotham’s underworld at a terrible personal cost. Here’s what the finale means for Victor, Sofia, Selina’s letter and The Batman Part II.

Full spoilers for the finale of HBO’s The Penguin. Oz Cobb gets the power and penthouse he wanted, but the finale makes clear what that victory costs: he kills Victor, loses the possibility of a loving relationship with his mother, and chooses to embrace the ruthless identity he once resisted. Sofia returns to Arkham with a letter from Selina Kyle, while the final Bat-Signal links the series to Gotham’s wider story without revealing the plot of The Batman Part II.

What happens at the end of The Penguin?

Oz rises to the top of Gotham’s criminal underworld. He has the penthouse and status he sought, but the people around him do not make that success feel like a triumph. His mother, Francis, has suffered a major stroke and lies silent and unmoving. The recognition Oz wanted from her is no longer available in the way he hoped.

Oz also kills Victor, the young associate who trusted him and cared about him. The act is a deliberate break with the last close relationship in his life, not simply a move against a rival. Showrunner Lauren LeFranc said Oz believes he must kill Victor to attain power, and cannot take someone who has seen his vulnerability and cares for him into the future he is building. His ascent therefore ends as an emotional collapse as much as a criminal victory.

Why does Oz kill Victor?

Victor represents a bond Oz could have chosen to keep. Oz instead treats that attachment as a threat to his control and kills him. LeFranc’s interpretation is that Oz believes he cannot become the powerful figure he wants to be while carrying forward someone who knows him intimately and offers him care.

The choice completes a change in Oz’s self-image. LeFranc said he has decided to embrace the moniker that made him uncomfortable at the start of the series. The ending does not suggest that power has healed him or won him the affection he sought; it shows him choosing the feared identity over intimacy.

What does Selina’s letter to Sofia mean?

Sofia’s attempt to leave Gotham fails, and she is sent back to Arkham. The letter from her half-sister Selina Kyle does not change her sentence or promise a rescue. Its significance is smaller and more personal: Sofia has evidence that she is not entirely alone.

LeFranc said she intended to keep Sofia alive and return her to Arkham because that outcome would be especially painful for the character. She described Selina’s note as a small element of hope within a tragic ending. The letter leaves room for a connection, but it does not confirm that Sofia will escape or appear in the sequel.

Does the final Bat-Signal set up Batman’s next move?

The Bat-Signal is a restrained reminder that Batman exists in this Gotham, not a Batman cameo or a reveal of a particular case. The finale remains focused on Oz and the other characters. LeFranc explained that Batman cannot be everywhere in a city as large as Gotham, and that the series was telling Oz’s story rather than handing its ending over to Batman.

So the signal connects the series to the wider Batman world, but it does not confirm a confrontation, partnership, or specific investigation in The Batman Part II.

How does the finale set up The Batman Part II?

The clearest bridge is Oz’s new position in Gotham. The series charts his rise from an underestimated gangster to a crime boss powerful enough to draw Batman’s attention, while leaving the underworld transformed by his ascent.

Director and co-writer Matt Reeves said Oz’s story was planned to continue from the first film into the sequel: “Oz’s story always continued and Colin knew that from the beginning, that he would be going into the next movie.” LeFranc likewise described the goal as giving Oz a level of power that The Batman would notice. These creator statements establish continuity for Oz’s story, not specific events in the upcoming film.

GamesRadar lists The Batman Part II’s scheduled release as October 1, 2027. That is a reported schedule, not a guarantee; film dates can change. The finale does not confirm which villain or case the movie will feature, whether Selina or Sofia will appear, or what the Bat-Signal will lead to.

What the ending leaves unresolved

  • Whether Oz’s control of Gotham’s underworld will hold when Batman takes notice.
  • Whether Sofia and Selina’s new point of contact will develop into anything beyond the letter.
  • What story The Batman Part II will tell; the finale establishes Oz’s importance, not the sequel’s plot.
