Original Decepticons, from least to most evil
6. Thundercracker
Thundercracker takes the least-evil position here only in the limited sense that the episode account supplies too little evidence to make a stronger case against him. In “Countdown to Extinction,” he appears among the Decepticons during the faction’s disarray, but the available account does not establish a sustained pattern of cruelty, a major independent scheme, or remorse. That is an evidence-based placement, not a claim that he is harmless.
5. Skywarp
Skywarp is described as loyal to Megatron and favored by him. Loyalty is not moral innocence, and those traits do not establish what Skywarp does to opponents or civilians in the selected cartoon continuity. With no concrete harmful act established in the cited material, he sits near the lower end provisionally; a fuller episode-by-episode account could change that judgment.

4. Soundwave
Soundwave’s efficiency and loyalty make him a useful contrast with Starscream: he detects Starscream’s efforts to seize power rather than joining them. But defending a leader’s control is not the same as opposing that leader’s harmful cause. A loyal and capable functionary can enable a violent regime, so Soundwave’s service counts against any claim that he is morally benign. 3. Shockwave
In “Countdown to Extinction,” Shockwave warns Megatron about Starscream’s plan. 2. Starscream
Starscream is self-serving and repeatedly seeks to replace Megatron. “Countdown to Extinction” provides a specific example: he devises a scheme, and Shockwave warns Megatron about it. The episode supports a judgment of treachery and dangerous ambition, but those traits should not automatically outrank a leader’s responsibility for the faction’s broader violence. Starscream’s willingness to betray his own commander makes him more than a mere rival; it does not make him the most evil by itself.

Why the ranking is provisional
The strongest distinctions in the cited cartoon evidence are between Megatron’s leadership and Starscream’s self-serving bid to replace him, plus Shockwave’s warning about that scheme.
