In The Last of Us, FEDRA is the military authority governing Boston’s Quarantine Zone, while the Fireflies are a resistance movement opposing military rule and pursuing a cure for the infection. The game presents their conflict through hardship and competing points of view, not a simple division between good and evil.
What is FEDRA in The Last of Us?
FEDRA stands for the Federal Disaster Response Agency. In the game’s depiction of Boston, it is the military authority overseeing the Quarantine Zone (QZ). Naughty Dog describes that Boston community as heavily militarized; the player encounters armed guards, fences, restrictions on movement, infected testing and scarcity. The sterile, imposing environment makes FEDRA’s control part of the story’s setting, not just background detail. Naughty Dog’s account of building the game and HBO series discusses this world and its design.
That description is specific to Boston. It does not establish that FEDRA controls every surviving settlement or that its regional authorities behave identically everywhere.
Who are the Fireflies, and what do they want?
The Fireflies are an organized resistance movement fighting military rule. Their stated aims include finding a cure for the infection. PlayStation’s description of the group in The Last of Us Remastered multiplayer calls them “a more well-equipped resistance group that is still trying to find a cure.” That description conveys their broad identity and goal; it does not establish that every cell is equally organized, popular or successful. Are the Fireflies good and FEDRA bad?
The story resists a clean heroes-versus-villains answer. In the official Naughty Dog podcast transcript, Episode 1, Neil Druckmann says the story aims to show that “everything is about perspective.” He explains that Fireflies see themselves as freedom fighters, while the military views them as terrorists. Joel and Tess initially regard the Fireflies mainly as a means connected to their own survival.
Those labels express the viewpoints of the people using them; they are not neutral verdicts on either organization. A cause and its methods are also separate questions: resistance to military control and the pursuit of a cure help explain the Fireflies’ aims, but neither automatically makes every action justified. Likewise, FEDRA’s role in enforcing order in Boston does not make every restriction or consequence harmless. The evidence supports broad faction identities, not a claim that every member on either side acts alike.

How does the HBO series differ from the game?
The HBO adaptation gives viewers additional access to Marlene’s position as a Firefly leader and to tensions between different responsibilities. Naughty Dog’s discussion of the game and series says the show added material about leadership that the game did not dramatize in the same way, including context involving Kim. Treat this as an adaptation’s expansion of character context, rather than as a scene shown in the original game. Naughty Dog’s account of the two versions describes those additions.

Spoilers for later story context: An official Naughty Dog discussion of The Last of Us Part II says the Fireflies are trying to regroup, but leaves their current focus and eventual fate unsettled. It does not establish that the organization has returned to its former strength or say what ultimately becomes of it. Episode 8 of the Naughty Dog podcast discusses that uncertainty.
