The review is an interpretation of the book, not a current report or an empirical study of universities across India.
What the review argues
In his January 12, 2019 review for Scroll.in, Majumdar describes the political vilification of “liberal” as more than a dispute over terminology: in the collection’s framing, it threatens the university’s educational and civic purposes. Liberal education, on this account, asks students and scholars to question received knowledge; academic freedom is what makes that questioning possible.
The argument is not that universities stand outside politics or pressure. Rather, the collection links free inquiry to the conditions under which a university is governed and operates: institutional autonomy, curriculum, dissent, access, equity and diversity, as well as professional, political and market pressures. These are connected themes in the review, not findings whose national reach it establishes.
Why the university matters beyond the classroom
Majumdar recounts an example from editor Apoorvanand’s introduction: a couple seeks refuge at a university. As reported in the review, the episode illustrates a university as a place where people might form a new community across social boundaries. It is an interpretive example, not a documented case study in the review.

Apoorvanand’s sentence, reproduced by Majumdar, captures that possibility: “This is the story of emergence of the possibility of a new citizenship or a new community.” The claim connects the university’s intellectual role to its potential civic role: a space for encountering ideas and people beyond familiar social divisions.
What is in The Idea of a University
The review presents the collection as a set of perspectives on university history and liberal education, alongside debates about neoliberalism, academic freedom, autonomy, access, equity, free speech and international comparisons. Contributors named in the review include Mary John, Payel Chattopadhyay Mukherjee, Saumen Chattopadhyay, Shiv Vishwanathan, Niraja Gopal Jayal, Ram Ramaswamy, Debaditya Bhattacharya, Pankaj Chandra, Nandini Sundar, Mohammad Sajjad, J Devika, Kalpana Kannabiran, Francesca Orsini and Quentin Thompson.

For readers interested in the arguments themselves, the book discussed is The Idea of a University, edited by Apoorvanand. The review identifies it as a Context volume.

The review’s questions—“How liberal are university spaces in India? How illiberal have they grown of late?”—belong to its 2019 context. Its headline calls the free-thinking university “under threat,” but the review should not be treated as proof of a present-day national condition.

A later India Academic Freedom Network event report, published April 11, 2026, records debate about academic freedom and federalism. It reports speakers’ concerns about central regulation and vice-chancellor selection; those are claims made in an event reported by an advocacy network, not an independent national assessment. The Academic Freedom Index Update 2025 describes five dimensions it uses to assess academic freedom. Its framework can help readers ask more precise questions than whether a university is simply “free” or “illiberal”; the available material does not establish an India-specific score or rank.
Rank #4
| Dimension | Question it raises |
|---|---|
| Freedom to research and teach | Can scholars pursue inquiry and teach without undue constraint? |
| Academic exchange and dissemination | Can academic ideas be exchanged and shared? |
| Institutional autonomy | How much independence do universities have in their institutional decisions? |
| Campus integrity | Are campuses protected as spaces for academic activity? |
| Academic and cultural expression | Can members of the academic community express ideas and cultural views? |
Those five dimensions are the index’s stated framework. Majumdar’s review adds questions of access and equity to the discussion: who can enter, participate in and benefit from university life? Together, these axes suggest what evidence a fuller assessment would need to examine; the 2019 review alone cannot answer them for current universities.
