The July 2024 announcement attracted attention with the suggestion that the case could be “blown wide open.” That is promotional framing, not a verified outcome. The more precise description is that the episode revisits the case and raises a theory that challenges the account of a single offender. PerthNow.
What is known about the case?
PerthNow reported in July 2024 that the press label “Mr Cruel” had been associated with attacks on three girls in Melbourne suburbs in the late 1980s and early 1990s. The report said the unidentified offender later became the prime suspect in the abduction and murder of 13-year-old Karmein Chan. Chan was taken from her home in 1991; her body was found in April 1992, according to the report. These are reported case details, not a complete incident-by-incident chronology or an official case file.

The label does not identify a proven perpetrator. The available reporting does not establish who committed the attacks or whether every crime associated with the label was committed by the same person.
What theory does the episode raise?
PerthNow said Shand’s episode would present a theory that more than one offender was involved and discuss new DNA-related information. It also described the program as challenging the earlier account of one offender escalating to Chan’s murder. Shand told PerthNow that he had spoken with former taskforce members who were unhappy with how the case had been handled. He also expressed hope that an enterprising detective might take the evidence forward. Those remarks describe his perspective and hopes; they do not amount to an official police statement or confirmation that the investigation has been reopened.
What does the episode add?
PerthNow reported that the program includes an interview with a woman believed to be an early victim, an interview that took five years to arrange. The report does not identify her, and this article does not add details that could expose her. Her participation gives the episode a first-person account, while the claims about DNA and the number of offenders remain matters to assess against evidence not reproduced in the reporting.

Is the Mr Cruel case solved or officially reopened?
No. The sources cited here do not show that Victoria Police confirmed the program’s forensic interpretation, endorsed the multiple-offender theory, reopened the case or identified the offender. Shand hoped the information might prompt police to review material, but that is not evidence that a review occurred. The program should be understood as a documentary revisit of an unresolved case, not a report of a solved crime.
