What the Tomatometer and Popcornmeter measure
Rotten Tomatoes’ Tomatometer is the percentage of professional critic reviews classified as positive. A score below 60% is Rotten; a score of 60% or higher is Fresh. It is not an average star rating and does not show how strongly each critic liked or disliked the film.
The Popcornmeter instead reflects the percentage of audience members who rated the film positively. Rotten Tomatoes distinguishes verified audience ratings from its broader All ratings. These measures represent different groups and should be reported separately, alongside their counts and the date checked. A difference between critics and audiences, if present, does not by itself explain why they responded differently.

Does the score set a record among Russo brothers movies?
That conclusion cannot be drawn from the available figures. “Lowest” depends on the comparison set—such as every film directed by Anthony and Joe Russo, or a broader group of films associated with them—and on comparing scores and review counts from a consistent date. How Metacritic rates the film
Metacritic uses a separate system, not Rotten Tomatoes’ percentage scale. When accessed in 2026, its The Electric State page showed a Metascore of 30 from 37 critic reviews and a user score of 4.6 from 278 ratings. These are a dated snapshot of Metacritic’s figures, not Rotten Tomatoes scores.

Rotten Tomatoes’ critics consensus describes the movie this way: “Lumbering along like a giant automaton, The Electric State has plenty of hardware to back it up but none of the spark that’d make it come to life.” That is the site’s consensus statement, not a quotation from a single critic.
The film is a 2025 science-fiction adventure directed by Anthony and Joe Russo, starring Millie Bobby Brown and Chris Pratt. Netflix describes its setting as an alternate, retro-futuristic 1990s after a robot uprising: an orphaned teenager searches for her younger brother with a robot and a smuggler. The Associated Press review calls the film loosely based on Simon Stålenhag’s illustrated 2018 book and characterizes the movie as ambitious but dull.
