The Begums of Bhopal: Four Women Who Ruled for 107 Years

From Qudsia’s claim to authority to Sultan Jahan’s 1922 constitution, four women shaped Bhopal’s political, educational and architectural history over 107 years.

Four successive women ruled Bhopal from 1819 until Sultan Jahan Begum abdicated in 1926: Qudsia, Sikandar, Shah Jahan and Sultan Jahan. That is a 107-year span by endpoint-year calculation. Their authority came through dynastic succession, but it was also shaped by political skill, British colonial power and the limits placed on women’s rule.

Who were the Begums of Bhopal?

The four rulers were members of one family, not a single political movement. Qudsia Begum took authority after her husband’s death in 1819 and backed their daughter Sikandar as heir. Sikandar’s daughter Shah Jahan succeeded her, and Shah Jahan’s daughter Sultan Jahan became the final ruler in this succession. SOAS Library Special Collections describes the sequence as four women ruling Bhopal successively between 1819 and 1926.

Bhopal had become a princely state under British India after the Anglo-Bhopal treaty of 1818. The rulers’ claims therefore depended not only on family succession but also on political recognition and negotiation with colonial authorities. The District Bhopal government history page has inconsistencies in its ruler-date table; the broad four-ruler chronology is clearer in its narrative and in the SOAS account.

How did four women rule Bhopal for over a century?

Qudsia Begum established the succession

After her husband died in 1819, Qudsia—also known as Gohar Begum—assumed authority and designated her daughter Sikandar as successor. Her move put a woman at the head of the state and secured a path for the next generation, though the succession remained rooted in dynastic politics.

Sikandar Begum asserted her authority

After Sikandar’s husband died in 1844, her political ability helped persuade the British to recognize her as sovereign in her own right and Shah Jahan as heir, according to SOAS Library Special Collections. Sikandar was active in public administration: she inspected offices and districts and visited villages. She also supported girls’ education through Victoria School, which served Hindu and Muslim girls.

Her relationship with British power was complicated. SOAS describes Sikandar as a staunch British supporter who backed the British during the 1857–1858 uprising; that support helped secure her position. Her rule cannot be reduced either to simple submission or to uncomplicated resistance: she exercised authority while operating within a colonial political order.

Shah Jahan and Sultan Jahan continued the line

Shah Jahan succeeded her mother Sikandar and was in turn succeeded by her daughter Sultan Jahan. The available accounts document a substantial building and civic legacy across these reigns, but provide more detail for some rulers and projects than others. Their achievements should not be treated as proof that patriarchal constraints disappeared.

What did the Begums build?

Mosques, palaces and civic works

The District Bhopal government history credits Qudsia with Jama Masjid and Gohar Mahal, and Sikandar with Moti Masjid and Moti Mahal. It also describes Shah Jahan as an architectural patron. Madhya Pradesh Tourism’s heritage overview additionally attributes waterworks, hospitals, postal and print infrastructure, newspapers and railway service to Shah Jahan’s period; those broader credits are presented here as the tourism authority’s account.

Girls’ schools and governing institutions

The District Bhopal history says Sultan Jahan established Sultania Girls’ School and Alexandria Noble School, now Hamidia High School. On 4 February 1922, she announced a constitution establishing executive and legislative councils, with herself as president of the councils. She abdicated in favor of her son in 1926, ending the sequence of four successive women rulers.

Was Qudsia Begum the first woman ruler of Bhopal?

Qudsia was the first of the four women in the 1819–1926 succession described by SOAS and the District Bhopal narrative. That makes her the starting point of this distinctive ruling line; it should not be expanded into a claim about every earlier or later woman who may have held authority in Bhopal.

For a focused account of the dynasty, Shaharyar M. Khan’s The Begums of Bhopal: A Dynasty of Women Rulers in Raj India was published by Bloomsbury Academic in paperback in 2021. Sultan Jahan’s own writing is also represented in the Library of Congress catalog by The Story of a Pilgrimage of Hijaz, whose record describes geographic and documentary contents.
