Spoiler warning: This ranking includes major reveals and battles from Naruto and Naruto: Shippuden, including the ending. It ranks each character’s strongest demonstrated form in the original manga continuity and its anime adaptation—not later Boruto upgrades, films, games, or anime-only filler.
Kaguya Otsutsuki is the strongest character shown in the original story when peak power and battlefield-changing abilities are weighed together. Naruto and Sasuke ultimately seal her through teamwork, while Hagoromo’s place is harder to pin down because much of his power is described rather than shown in a full fight. The list below is an editorial ranking, not an official franchise list; close placements can change depending on whether temporary forms, special counters, or the odds of winning a particular matchup matter most.
How this Naruto strength ranking works
Each entry uses one character’s peak form within the original Naruto and Naruto: Shippuden story. The order weighs demonstrated combat feats, the quality and condition of opponents, versatility and reliability, and meaningful limits such as short duration or self-sacrifice. Teamwork and sealing matter: defeating an enemy is not always the same as overpowering them in a direct contest.
The official Naruto site provides story summaries and retrospectives, not an authoritative all-time power ranking or a numerical strength scale. The ordinal placements below are therefore reasoned judgments, especially for characters whose greatest abilities are known through history or description rather than a complete on-page fight.

The 30 strongest Naruto characters, ranked
1. Kaguya Otsutsuki — revived Kaguya
Kaguya is the strongest overall threat shown in the original story. Her immense power and ability to send Naruto and Sasuke to other dimensions make her a battlefield-altering opponent, not simply a stronger version of a conventional shinobi. The official episode summary identifies her as Hagoromo’s mother and says Naruto and Sasuke are the only ones able to seal her. 2. Hagoromo Otsutsuki — Sage of Six Paths at his peak
Hagoromo’s position rests on his status as the Sage of Six Paths, his connection to Kaguya, and the power he gives Naruto and Sasuke to face her. His historical significance and the scale of the conflict place him among the very strongest, but his precise rank is less certain than Kaguya’s: the original story does not show a full, comparable fight demonstrating his peak against the other top contenders. 3. Naruto Uzumaki — Six Paths Sage Mode
Naruto’s Six Paths-era peak gives him the power to take part in the fight against Kaguya and later face Sasuke in their final battle. He combines exceptional combat ability with adaptability and endurance. His placement reflects what he demonstrates in the story, while recognizing that the Kaguya conflict was a team effort rather than a solo victory.
4. Sasuke Uchiha — Six Paths power and Rinnegan
Sasuke’s peak form is a close counterpart to Naruto’s: he receives Hagoromo’s power, helps confront Kaguya, and then fights Naruto over the future of the world. The official volume descriptions cover both the Kaguya sealing and the final Naruto–Sasuke fight. Naruto and Sasuke are difficult to separate in an all-around ranking; their abilities differ, and the story’s decisive confrontations involve both rather than establishing a simple, permanent winner. 5. Madara Uchiha — Ten-Tails jinchuriki
Ten-Tails Madara is among the story’s most overwhelming battlefield opponents. His place below the Six Paths trio reflects the scale of their final conflict and the fact that the story’s highest-tier resolution moves beyond him to Kaguya. His power is formidable, but comparisons with characters whose peak abilities are less directly tested remain judgments rather than settled measurements.
6. Might Guy — Eighth Gate
Guy’s Eighth Gate gives him a short-lived peak of extraordinary taijutsu. His Night Guy bends space with its force and grievously wounds Madara, who survives. Madara calls Guy the greatest taijutsu fighter among those he has faced; that is strong evidence about taijutsu, not proof that Guy is the strongest character overall. 7. Obito Uchiha — Ten-Tails jinchuriki
Obito’s Ten-Tails form puts him in the highest tier of the Fourth Shinobi World War. He has immense power and broad battlefield influence, but the later conflict establishes a still higher set of threats and abilities. His rank reflects that demonstrated ceiling rather than treating every Ten-Tails host as equal.
8. Indra Otsutsuki — peak power as described in the story
Indra’s standing comes largely from the history and inherited power associated with the Otsutsuki line. The story does not provide a sustained, directly comparable showcase of his strongest form against the modern era’s top fighters, so this placement is more inferential than those based on major battles.
9. Ashura Otsutsuki — peak power as described in the story
Ashura is ranked near Indra because the story presents their inherited conflict as foundational to the later Naruto–Sasuke struggle. As with Indra, his exact place is uncertain: historical importance and described power are not the same as a modern, directly observed combat record.
10. Kakashi Hatake — Double Mangekyo Sharingan
Kakashi’s temporary Double Mangekyo Sharingan form is his peak, giving him abilities suited to the final battle against Kaguya. The form’s brief, exceptional circumstances matter: it should not be treated as the power he could ordinarily use throughout his career.
11. Hamura Otsutsuki — peak power as described in the story
Hamura belongs among the ancient Otsutsuki figures whose importance and abilities are central to the story’s history. His exact place is difficult to establish because the original series offers less direct combat evidence for his peak than it does for the war-era fighters.
12. Hashirama Senju — Sage Mode
Hashirama’s Sage Mode peak and reputation as the First Hokage place him among the strongest shinobi of his era. His ranking here reflects a powerful demonstrated combat profile, while characters who reach Six Paths or Ten-Tails levels occupy a different scale of conflict.

13. Minato Namikaze — reanimated, with Kurama chakra
Minato’s reanimated war-era form combines his renowned speed and tactical skill with Kurama’s chakra. That peak is not equivalent to his ordinary living-era capabilities, so the ranking specifies the version being judged.
14. Nagato — healthy, with the Rinnegan
Nagato’s Rinnegan grants a broad range of combat options, making him dangerous beyond raw force alone. A healthy version ranks above the weakened state seen in the story’s decisive confrontation, but this placement remains a matchup-sensitive judgment.
15. Itachi Uchiha — peak Mangekyo Sharingan
Itachi’s strength lies in the combination of Mangekyo abilities, precision, and strategic judgment. His best combat showing is constrained by illness and limited stamina, so a ranking that measures sustained power alone would place him lower than one that weighs the threat his techniques pose in a brief fight.
16. Kabuto Yakushi — Sage Mode
Kabuto’s Sage Mode and accumulated abilities make him a highly adaptable opponent. His threat is not solely about destructive power; the breadth of his techniques and the difficulty of countering them contribute to this placement.
17. Killer B — Eight-Tails jinchuriki
As a capable jinchuriki who can coordinate with the Eight-Tails, Killer B can bring immense force to a fight without relying on a brief, self-sacrificing transformation. He ranks below the war’s most extreme forms but above many elite fighters whose abilities are narrower.
18. Third Raikage — peak living form
The Third Raikage’s place reflects his formidable reputation and the extraordinary difficulty of overcoming him. His strength is more specialized than that of the highest-ranked figures, but his durability and direct combat threat make him one of the strongest Kage-level fighters.

19. Mu — Second Tsuchikage
Mu’s abilities make him a dangerous and difficult-to-detect opponent. His effectiveness depends heavily on how a fight unfolds, which is why he ranks below the characters whose broad power and peak feats dominate the story’s largest battles.
20. Gengetsu Hozuki — Second Mizukage
Gengetsu’s unusual techniques and deceptive combat style can make him far more difficult to fight than raw power alone suggests. His placement accounts for that tactical danger while keeping him below the top war-era threats.
21. Onoki — peak combat ability
Onoki’s experience and powerful particle-style technique give him a major threat at range. His age and physical limits are relevant to sustained combat, but his contribution against stronger opponents demonstrates why he belongs among the upper ranks.
22. A — Fourth Raikage
The Fourth Raikage’s speed, strength, and durability make him a formidable close-range combatant. He ranks below the most versatile or supernaturally enhanced fighters, whose abilities can counter a straightforward physical assault.
23. Gaara — Fourth Shinobi World War
War-era Gaara combines defensive control with battlefield-scale sand techniques. His versatility and ability to protect allies make him valuable in large conflicts, though that support role does not translate directly into a higher one-on-one ranking.
24. Jiraiya — Sage Mode
Jiraiya’s Sage Mode raises his already broad combat skill, but his preparation, summons, and ability to gather natural energy affect how quickly he can reach that peak. He is dangerous in a fight that lets him use his full toolkit, less so if forced into an immediate exchange.

25. Orochimaru — peak original-series abilities
Orochimaru is difficult to rank by straightforward fighting strength because survival, experimentation, and an extensive range of techniques are central to his threat. This entry treats his original-series peak as a combat package rather than assuming every ability guarantees victory in a direct duel.
26. Tsunade — peak combat ability
Tsunade’s strength, medical expertise, and ability to keep fighting make her one of the most formidable close-range Kage. Her placement reflects impressive durability and power without equating those strengths with the reality-altering abilities higher on the list.
27. Hiruzen Sarutobi — peak living-era ability
Hiruzen’s reputation and breadth of ninjutsu place him among the strongest shinobi of his generation. The story offers fewer direct comparisons between his peak and the later war-era forms, so this rank is necessarily less certain than those grounded in the final battles.
28. Deidara — peak combat ability
Deidara’s long-range explosive attacks give him a distinctive threat and make distance a crucial factor in any matchup. His rank reflects a powerful specialist, not a character who can reliably overpower every opponent on the list.

Sasori’s puppet techniques and lethal preparation make him dangerous, particularly when opponents do not understand how his abilities work. His placement recognizes that matchup advantage while distinguishing it from the broader power displayed by the highest-ranked fighters.
30. Kakuzu — peak combat ability
Kakuzu’s multiple hearts and varied elemental attacks make him a durable, versatile opponent. He rounds out the list as a formidable Akatsuki combatant, though the scale and range of his demonstrated abilities fall short of the elite figures above him.

For the original Naruto and Naruto: Shippuden story, Kaguya is the strongest character shown by the combination of peak power, dimensional abilities, and the extraordinary effort required to stop her. The answer can change if the question means “strongest in a one-on-one fight,” “greatest destructive force,” or “most powerful based on historical reputation.” Hagoromo is a major contender by the latter measure, but the story gives less direct evidence for comparing his peak with Kaguya’s.
Is Naruto stronger than Sasuke?
The original story does not settle this with a simple enduring ranking. Naruto and Sasuke receive power from Hagoromo, confront Kaguya together, and then fight each other in the final conflict. Their final battle ends with both badly depleted, rather than one establishing a clean, repeatable superiority. Naruto’s stamina and Sasuke’s distinct abilities make the answer dependent on conditions and matchup; it is more accurate to call them near-equals at their peaks than to claim a definitive gap.
