The 15 Most Risqué Commercials in Television History: What the Record Supports

The record supports several notable risqué advertising controversies, but not a definitive ranking of 15. The clearest case is Calvin Klein’s 1980 Brooke Shields campaign and the specific US stations that restricted or banned spots.

There is no evidence-backed way to rank 15 television commercials as the “most” risqué: standards differ by era and market, and the available documentation does not establish 15 comparable cases. The best-documented example here is Calvin Klein’s 1980 jeans campaign starring 15-year-old Brooke Shields, which drew complaints and faced restrictions from specific US broadcasters. Other campaigns are useful context, but their histories are less fully established.

How to read a list of “risqué” commercials

“Risqué” is a judgment, not a measurable category. A spot might qualify because it uses sexual innuendo, shows nudity, features young-looking models in suggestive settings, or provokes a broadcaster’s refusal. Those are different grounds for controversy, and they do not make the ads interchangeable.

Broadcast outcomes also need precise language. A station’s time restriction is not a nationwide ban; a network’s rejection is not proof that a version aired and was later withdrawn; and public criticism alone does not establish a formal regulator ruling. The examples below are therefore not a ranked top 15. They distinguish what is documented from what remains a retrospective lead.

The strongest documented case: Calvin Klein and Brooke Shields, 1980

Calvin Klein’s jeans campaign starring 15-year-old Brooke Shields became a prominent US television controversy. Contemporary reporting described suggestive lines about her jeans and identified specific broadcaster actions. Time covered the controversy on December 1, 1980 (Time); a UPI report dated November 20, 1980, reported that CBS and two New York stations banned one spot, while WABC-TV restricted three other spots to early morning and after 9 p.m. (UPI Archives).

These reports concern particular commercials and outlets. They do not establish that all US television banned the campaign. The distinction matters: the episode is notable not just for suggestive copy, but also because the model was 15 and the broadcast response can be tied to named outlets and specific scheduling decisions.

Other campaigns often discussed as risqué

Calvin Klein’s young-model campaign, 1995

A retrospective account describes a Calvin Klein campaign featuring scantily clad, young-looking models in a wood-paneled setting and the criticism it attracted. That account is useful context, but it does not establish the details needed to label a particular commercial banned, withdrawn, or subject to legal action. See Salon’s 2024 timeline.

Calvin Klein Secret Obsession, 2008

Later coverage says a television commercial for Secret Obsession featuring Eva Mendes nude was rejected by US television networks. Without a verified account identifying the exact version and outlets, that should not be expanded into a claim that the campaign was nationally banned. TIME’s retrospective discussion offers context on the brand’s controversial advertising, but does not make every version’s broadcast history clear: TIME, 2016.

GoDaddy’s Super Bowl-era advertising

GoDaddy ran multiple campaigns in the 2000s and 2010s built around sexualized imagery and innuendo, including striptease, body-paint, and make-out concepts. The spots varied; the campaign history should not be flattened into a claim that every ad was banned. In 2014 the company said it would move away from its sexed-up approach, as reported by TIME. That stated change in direction is distinct from a broadcaster rejecting or restricting an individual spot.

Underalls

Secondary reference material describes early Underalls advertising that used innuendo and a package shaped like buttocks. The available account is not strong enough to establish reliable campaign dates, exact slogans, or broadcaster decisions. It is best treated as an example often cited in discussions of suggestive advertising, not as a verified banned-commercial case.

Irn-Bru’s Scottish advertising

A retrospective Scottish feature describes a 2004 “Phenomenal” campaign spot in which a rogue police officer is subdued by streakers at a football match, alongside wordplay characterized as risqué. This is a Scottish-market example, not a US broadcast controversy. The account does not establish a formal ban, so it should not be described as one: Scotsman Food and Drink.

Why these examples do not make a defensible top 15

The documented cases vary in country, decade, type of sexual suggestion, and evidence of what happened on air. One has contemporary reports of named US broadcaster decisions; others are known here chiefly through later accounts, and some have no verified decision to cite. That is not enough to compare 15 entries fairly or to assign them an objective order.

  • Market and year: US station decisions in 1980 cannot stand in for Scottish advertising or later network practices.
  • Content: Innuendo, nudity, young-looking models, and sexualized staging are different editorial grounds for calling an ad risqué.
  • Outcome: Complaints, criticism, a time restriction, a rejection, and a withdrawal describe distinct events.
  • Evidence: A later summary or an online copy does not by itself establish the original broadcast version or its reception.

For a genuine ranked history, each entry would need a directly supported record of the spot, year, country, whether it aired, and the precise response. On the available evidence, a careful shortlist is more accurate than a purported definitive 15.
