There is no official One Piece strongest-character leaderboard. This is an editorial ranking, not a list published by Eiichiro Oda, Shueisha, or ONE PIECE.com. It compares characters at their strongest established state, including deceased characters in their prime, and excludes temporary outside boosts and team victories as automatic proof of individual superiority. The evidence cutoff is the material collected in One Piece Volume 113—Chapters 1145–1155—not a verified count of every manga chapter released by December 31, 2025.
How this ranking works
“Strongest” is not a single measurable stat in One Piece. A title, bounty, reputation, or spectacular technique can inform a comparison, but none settles it alone. This list weighs individual combat evidence, demonstrated Haki and other abilities, physical capability, consistency, and how much the story has actually shown. It includes deceased characters at their prime because otherwise historical figures such as Roger and Whitebeard would be excluded; it does not assume a group victory proves that any one participant could win the same fight alone.
The lower entries are especially debatable: the manga has not given every contender a comparable one-on-one fight, and some of the most significant figures remain only partly revealed. The order is therefore an editorial best estimate, not a canon fact.
Who are the 10 strongest One Piece characters?
1. Imu
Imu takes the top spot as the figure positioned at the center of the world’s hidden political order and the story’s largest unresolved conflict. The placement reflects narrative scale and the threat implied by that position, not a complete, demonstrated combat record. Because Imu’s abilities and limits are not fully established through Volume 113, this is the least secure kind of number one: a judgment about the evidence’s direction, not a claim that a decisive duel has settled it.

2. Joy Boy
Joy Boy belongs near the top because the story connects him to a power and legacy that continue to shape the present. The late-December 2025 anime synopsis also covered Luffy and Joy Boy-related material, but anime broadcast timing does not establish the manga’s year-end cutoff or provide a substitute for manga evidence. Joy Boy’s place here is based on the scale of the story’s portrayal; the available material does not allow a reliable head-to-head comparison with Imu.
3. Rocks D. Xebec
Rocks is ranked this high on the strength of his historical stature and the extraordinary company associated with his era. His placement is less certain than those of fighters with extensive individual combat portrayals: reputation and the significance of his past are not the same as a complete record of his abilities. He ranks above the better-documented fighters here because the story frames him as an exceptional historical threat, while leaving important details open.

4. Gol D. Roger
Roger is one of the clearest choices among the historical contenders. His standing as the Pirate King and his place among the great fighters of his era make a top-tier ranking well supported, even though the story does not provide a comprehensive set of solo fights that can be compared like a tournament bracket. He sits below the three figures above because their full combat ceilings remain less settled, not because a direct result proves Roger weaker.
5. Edward Newgate (Whitebeard)
Whitebeard’s prime belongs in the highest tier: the story presents him as a peer of Roger and a defining power of the old era. His placement below Roger is a close editorial call rather than a settled canon ordering. A character’s reputation, age, health, or circumstances in a particular battle should not be confused with the ceiling of his prime.

6. Monkey D. Garp
Garp rounds out the old-era group. His standing among the Marines and his association with Roger’s generation support a place alongside the era’s strongest, but the record does not provide enough comparable solo outcomes to distinguish him confidently from Roger or Whitebeard. Sixth is a practical ordering within a crowded top tier, not a claim of a decisive gap.
7. Kaido
Kaido is the strongest modern-era benchmark on this list for a combination of combat ability, endurance, and the scale of the challenge he represents. His story makes clear that a major victory can depend on circumstances and accumulated fighting, so one outcome should not be treated as a clean, isolated ranking test. He remains above the final three because the portrayal of his overall combat durability is unusually formidable.

- Please Note: To reach 10Gbps speed, keep the cable under 3.3 ft. For USB A Male to USB C adapters, try flipping the USB C connector. USB C Male to USB A adapters support bidirectional 10Gbps transfer within 3.3 ft
8. Shanks
Shanks ranks just below Kaido, with meaningful uncertainty because the story has revealed less of his full fighting range. ONE PIECE.com’s current character profile lists his bounty as 4.0489 billion berries. That is useful context for his standing in the world, but a bounty reflects more than fighting ability and is not a combat score.
9. Dracule Mihawk
Mihawk’s official profile describes him as “世界最強の剣士,” or “world’s strongest swordsman.” That is a powerful category-specific title, not an official overall rank above every other character. His current ONE PIECE.com profile lists a bounty of 3.59 billion berries. Neither the title nor the bounty alone resolves the longstanding comparison with Shanks; the manga has not supplied a definitive current duel to settle it. Mihawk’s ninth place reflects the strength of his formal distinction and the limits of what has been shown beyond it.

10. Monkey D. Luffy
Luffy completes the ten because his current official profile identifies his Devil Fruit as the Human-Human Fruit, Mythical Zoan, Model Nika, and notes that he has Conqueror’s Haki. Those are significant indicators of potential and power, but the list does not treat a named form or single victory as sufficient to settle his position against every veteran. His current ONE PIECE.com profile lists a bounty of 3 billion berries; as with the other figures, that number is context, not a score.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Is Mihawk stronger than Shanks?
The official material cited here establishes Mihawk’s title as the world’s strongest swordsman and gives both men current bounties; it does not publish an overall power order or a conclusive present-day fight between them. The cleanest answer is that Mihawk has the explicit edge in the swordsman category, while the broader question of who would win under particular conditions remains unresolved. Their bounties—3.59 billion for Mihawk and 4.0489 billion for Shanks—do not settle it.
What does “at the end of 2025” mean here?
Shueisha and ONE PIECE.com identify Volume 113 as released on November 4, 2025, collecting Chapters 1145–1155. That establishes the collected-material boundary used for this ranking, but it does not establish that Chapter 1155 was the final manga chapter officially available by December 31, 2025. The list therefore avoids claiming a verified complete year-end manga cutoff. Current character profiles are used only for their stated descriptions and bounty figures, not as proof that every profile detail was already available at the historical cutoff.
ONE PIECE.com also described a December 2025 Jump booklet as covering legendary pirates and the current Emperors. That supports the story’s generational framing, but it is not a strongest-character ranking. No numerical official top ten is established by these sources.
