TCP vs. UDP: What’s the Difference for Live Streaming?

TCP delivers reliably and in order, while UDP lets media applications choose how to handle loss and delay. The protocol label alone does not determine live-stream quality.

TCP delivers data reliably and in order; UDP sends datagrams without TCP’s built-in delivery guarantees, leaving an application more control over how to handle delay and packet loss. Neither protocol guarantees a better live stream by itself: the result depends on the full media system, its latency target, buffering, congestion response, and network path.

What happens when a packet is lost?

TCP preserves order, which can delay later data

TCP provides a reliable, in-order byte stream. If part of that stream is lost, later data on the same connection may have to wait until TCP retransmits the missing data and restores order. This is called head-of-line blocking.

For a time-sensitive live stream, data that eventually arrives may be too late to use. Waiting for it can add playback delay. The effect is not inevitable or identical in every system: buffering, segment strategy, network conditions, and the stream’s latency budget all matter. TCP is not inherently unsuitable for streaming.

UDP lets the application decide how to handle loss

UDP sends datagrams without TCP-style reliable, ordered delivery. UDP itself also does not provide transport-layer feedback that tells a sender how to limit its impact on other users. A substantial UDP application is expected to supply feedback mechanisms and respond responsibly to congestion.

That flexibility lets a media application choose what to do with late or missing packets. It might accept a brief audio or visual artifact, try to recover selected packets, or add forward error correction. The right response depends on timing, round-trip time, codec, which media data was lost, and network load. UDP does not automatically mean lower latency, fewer losses, or better quality.

Why interactive live media may use UDP

In an interactive conversation, timely playback can matter more than perfect delivery of every old packet. Depending on the application and its latency target, showing or hearing a brief artifact may be preferable to waiting for a repair that arrives after the moment has passed. In other streaming contexts, completing delivery may matter more, and buffering can make recovery delays acceptable.

The IETF’s RFC 9317 describes this general tradeoff: UDP-based transports that permit some unreliability are often used to reduce latency for applications such as videoconferencing and interactive live-action video. It is a tendency, not a rule that applies to every stream.

WebRTC is more than “UDP streaming”

WebRTC is an interactive communications framework, not a synonym for bare UDP. Its media transport uses RTP, with RTCP for control. RTP/RTCP can support feedback and selected recovery mechanisms, including retransmission and forward error correction (FEC).

Retransmission and FEC have costs

A receiver can request a missing packet, but retransmission only helps if the replacement is likely to arrive in time for playback. Sending repairs consumes bandwidth; if the network is already congested, that extra traffic can contribute to worse loss. FEC can recover some losses without waiting for a retransmission, but it adds ongoing bandwidth overhead and may increase playout delay.

These choices are why it is more useful to compare complete implementations and their goals than to compare only the transport labels. The IETF’s RFC 8834 specifies RTP use in WebRTC and discusses feedback, retransmission, and FEC tradeoffs.

QUIC uses UDP underneath, but is not raw UDP

QUIC is carried over UDP, but it provides its own transport service, including reliable stream delivery and congestion handling. HTTP/3 uses QUIC; it should not be described as bare UDP media delivery. QUIC streams also limit the effect of a lost packet to streams that depend on data in that packet, rather than holding up unrelated streams in the same way.

UDP carriage has practical consequences: some firewalls or network operators block or rate-limit UDP, including legitimate high-bandwidth HTTP/3 traffic. QUIC’s use of UDP does not guarantee faster delivery on every route. For details, see the IETF’s RFC 9317 on streaming-media operations, RFC 9000 on QUIC transport, and ITU-T’s H.705.2 on QUIC-based live-streaming systems.

How to compare protocols for a live-streaming system

Start with the complete delivery architecture, not just the transport name. Browser-based interactive media, HTTP segment delivery, and other streaming designs can use different protocols and recovery strategies.

Decision What to ask What it means
Latency target Is the stream interactive, or can playback buffer more? Interactive systems often prioritize timely media and may tolerate occasional artifacts; reliable delivery can delay later data after loss.
Loss tolerance Is a brief artifact preferable to waiting for a repair? UDP-based media gives the application choices; feedback, selective retransmission, and FEC each have tradeoffs.
Reliability Must every byte arrive, and in order? TCP and QUIC reliable streams provide reliable ordered delivery; bare UDP does not.
Congestion response How does the sender react when the path is under load? UDP itself does not supply TCP’s transport-layer feedback; UDP applications need responsible feedback and congestion behavior.
Network path Is UDP allowed and treated fairly along the route? Blocking or rate-limiting can affect UDP media and QUIC traffic.
Delivery architecture Is this WebRTC/RTP, HTTP over TCP, or HTTP/3 over QUIC? Classify the full stack before predicting behavior; those are not interchangeable simply because some use UDP.
