The Tribal Council became hard to follow because Mary’s successful Shot in the Dark made her safe and cost her vote, Justin had already lost his vote on a journey, and repeated ties left Cedrek to choose between Justin and Sai. Cedrek chose Justin Pioppi. TVLine’s episode recap described it as a historic Tribal Council; the vote sequence below follows that episode-era account.
Why Tribal Council was so confusing
Vula had lost immunity for the third time in a row, putting the tribe back at Tribal Council. The vote was difficult to track because two people who might otherwise have affected the ballot could not cast a vote: Mary became safe after her Shot in the Dark succeeded, while Justin had lost his vote earlier on a journey. The subsequent ties narrowed the decision until Cedrek was left to choose between Justin and Sai.
The episode’s events are reported in sequence by TVLine’s March 12 recap. Treat its account as an explanation of this Tribal Council, not a full guide to how every tie or Shot in the Dark scenario works across Survivor.
Why couldn’t Justin vote?
Justin Pioppi had lost his vote on a journey before Tribal Council. When he returned, he did not tell Cedrek McFadden that he could not vote. That missing information became part of the final argument against him: Sai pointed out to Cedrek that Justin had withheld it. In a March 13 exit interview, Justin discussed the lost vote and said, “I was running the math in my head and it was like a 2 or 3% chance that everything could have gone wrong.” That was Justin’s own estimate, not an independently verified probability. TVLine’s interview with Justin also quotes him saying, “I still chose to sign up and go out there and play the game, so it was definitely a possibility.”

Why was Mary safe?
Mary played her Shot in the Dark at Tribal Council, and it succeeded: she was declared safe. Playing it meant she sacrificed her vote, so she could not cast a ballot in the ensuing vote. TVLine described this as the third successful Shot in the Dark at the time of its March 12, 2025 recap; that is a contemporaneous count, not a current all-time total.
Why did they vote again?
With Mary safe and unable to vote, and Justin unable to vote because of the journey, the first vote did not settle the contest. The recap reports that the next round tied Sai and Justin. A further vote also tied, leaving Cedrek to make the decision between the two. This is the sequence described for this episode; it should not be taken as a general explanation of all Survivor tie procedures.

Why did Cedrek decide to eliminate Justin?
Cedrek faced competing considerations. He had previously told Justin he would keep him, and the two had a social bond. Sai challenged that loyalty by arguing Justin had withheld the fact that he had lost his vote. After the repeated ties, Cedrek chose Justin and asked Sai and Mary to agree to work together. Those are the episode’s reported narrative factors, not proof of an objectively correct strategic choice. Justin was eliminated.
