What is Star Trek: Section 31 about?
Star Trek: Section 31 centers on Emperor Philippa Georgiou, the ruthless ruler of the Terran Empire from the Mirror Universe. After arriving in the Prime Universe and becoming connected with Starfleet through Star Trek: Discovery, Georgiou is drawn into the organization known as Section 31.
Section 31 operates in the shadows. Its members are tasked with defending the United Federation of Planets, but they are not bound by the transparent procedures, diplomatic ideals, or ethical expectations normally associated with Starfleet. That contradiction drives the film: Georgiou and her fellow operatives may be protecting the Federation, but they do so through espionage, covert violence, deception, and morally compromised choices.
#1 Best Overall
This is a spoiler-light overview. It discusses the premise, characters, continuity connections, release history, and reception without revealing major twists, deaths, or the conclusion of Georgiou’s personal story.
Where does the film fit in Star Trek continuity?
The movie is most directly connected to Star Trek: Discovery. Michelle Yeoh reprises Philippa Georgiou, who began as the captain of the USS Shenzhou in the Prime Universe before being killed and replaced, from the audience’s perspective, by her Mirror Universe counterpart. That alternate-universe Georgiou is the version at the center of Section 31.
In the Mirror Universe, Georgiou was Emperor of the Terran Empire: powerful, authoritarian, and responsible for brutal decisions. Her time in the Prime Universe forced her to work alongside people whose values were fundamentally opposed to her own. Section 31 continues that uneasy transition. She is not transformed into a conventional Starfleet hero, and the film’s interest lies partly in whether someone shaped by tyranny can perform a useful role without simply reproducing the logic of tyranny.
The movie also includes a younger Rachel Garrett, played by Kacey Rohl. Long-time viewers know Garrett as the future captain of the USS Enterprise-C from Star Trek: The Next Generation. Her appearance is primarily a continuity connection and a piece of fan service; understanding her later history is not necessary to follow the film’s central story.

Do you need to watch Star Trek: Discovery first?
No, although Discovery adds context to Georgiou. The production team described the film as having a low barrier to entry. The basic setup is explained well enough for a newcomer: Georgiou is a former Mirror Universe ruler, Section 31 is a secret Federation-linked organization, and the team is sent on a dangerous covert mission.
Watching Discovery first helps explain why Georgiou is so important, why her morality is difficult to categorize, and how she reached the Prime Universe. However, viewers who have not watched the series can approach the film as an action-oriented science-fiction spy story set within the broader Star Trek universe.
The film is also not structured like a traditional Star Trek bridge-crew adventure. Section 31 is presented as a field team of outsiders rather than a conventional starship crew. That makes it a potentially accessible entry point, but it also means the movie emphasizes covert operations and action over exploration, diplomacy, and scientific problem-solving.
Cast and creative team
Michelle Yeoh leads the film as Philippa Georgiou. Her return is the movie’s central franchise connection and its strongest marketing anchor. Yeoh had already won the Academy Award for Best Actress before the film’s release, adding further attention to a project built around one of her established genre characters.

What is Section 31?
In Star Trek fiction, Section 31 is a clandestine organization associated with Starfleet and the Federation. Its name comes from Article 14, Section 31 of the Starfleet Charter, which is interpreted as allowing extraordinary measures in times of extreme threat.
Unlike a normal Starfleet department, Section 31 is defined by secrecy and deniability. Its agents can pursue objectives that would be politically unacceptable or legally questionable if conducted by the Federation in public. That makes the organization useful for stories about the limits of idealism: can a society committed to cooperation and individual rights secretly rely on people willing to violate those principles?
The film uses Georgiou to sharpen that question. She is not merely an outsider looking into Section 31; she is someone with firsthand experience of authoritarian power. The organization’s methods may seem familiar to her, while the Federation’s ideals remain difficult for her to accept. The result is a conflict between expediency and accountability rather than a simple battle between heroes and villains.

How was Section 31 released?
Star Trek: Section 31 premiered exclusively on Paramount+ on January 24, 2025, in the United States and international markets where Paramount+ was available. It was not initially released in cinemas. That makes it the first Star Trek film made as a Paramount+ streaming original instead of a conventional theatrical movie.
The streaming-first strategy is significant for the franchise. Earlier Star Trek films were designed around theatrical release, while Section 31 was developed as a feature-length streaming event. Its format sits between the established theatrical movie tradition and the serialized storytelling associated with modern television and streaming series.
Paramount Home Entertainment later released the film on April 29, 2025, in several home-media formats:
- 4K Ultra HD with Blu-ray
- A collectible 4K Ultra HD/Blu-ray SteelBook
- Standard Blu-ray
- DVD
- Digital purchase and rental formats
The home-media release was promoted with more than an hour of bonus material, including a gag reel and behind-the-scenes featurettes. Availability of particular editions can vary by country and retailer.

Where can you watch Star Trek: Section 31?
The original streaming home for the film is Paramount+. The supplied availability research also listed Paramount+ channel bundles in some markets. Because streaming catalogs, channel packages, prices, and territorial rights change, check the service in your country before subscribing.
In the United States, the supplied JustWatch check dated July 25, 2026 listed digital purchase and rental options through Amazon Video, Apple TV, and Fandango At Home, as well as physical 4K Blu-ray editions. Treat those listings as a dated availability snapshot rather than a permanent guarantee.
If you only want to see the movie once, compare the current digital rental price with the cost of a Paramount+ subscription. If you expect to revisit it or collect Michelle Yeoh and Star Trek releases, physical media may make more sense.
Want to own it?
The film is available in several home-media editions, including Star Trek: Section 31 4K Blu-ray, a collectible 4K SteelBook, standard Blu-ray, and DVD. A disc purchase is ownership of that physical release; it does not include Paramount+ access. Conversely, a Paramount+ subscription provides streaming access while the title remains available in your market, but it is not the same as owning a permanent copy.

Why did the film receive mixed or negative reactions?
The film’s reception was predominantly negative. A Rotten Tomatoes snapshot supplied for this article showed a 24% Tomatometer score from 51 critics and a 15% audience score from more than 1,000 ratings. Those numbers are time-sensitive database measurements and may change as additional ratings or reviews are added.
Criticism focused on several areas:
- Tone: Some viewers felt the action-heavy, covert-operations approach was a poor match for the more exploratory and optimistic traditions of Star Trek.
- Character development: Reviewers argued that the ensemble did not always receive enough space to become fully developed characters.
- Pacing and structure: Some contemporary reviews considered the film closer to a pilot episode or franchise experiment than a completely satisfying standalone movie.
- Franchise balance: The story’s use of violence, espionage, and morally ambiguous decisions appealed to some viewers but seemed insufficiently connected to the Federation’s idealism to others.
The Los Angeles Times described the movie as diverting while comparing its structure to a pilot episode. Other coverage emphasized its unconventional, action-forward style. Those are critical interpretations rather than objective facts, but together they explain why the movie divided audiences.
A balanced assessment is that Section 31 is important as a format experiment, a Michelle Yeoh-led franchise vehicle, and an exploration of the Federation’s hidden compromises. Its weaker reception reflects the difficulty of making a Star Trek story about covert violence without losing the ethical and philosophical identity that many viewers consider central to the franchise.
What works—and what may not—for different viewers
| If you want… | What to expect |
|---|---|
| A Michelle Yeoh-led science-fiction film | Georgiou is the clear center of the story, and the film is built around her history and presence. |
| A spy-action story in the Star Trek universe | Section 31 provides a covert-operations framework with a more field-oriented team than a conventional starship crew. |
| Classic optimistic Star Trek | The film may feel unusually cynical, violent, and action-driven compared with stories focused on diplomacy, discovery, or social speculation. |
| A continuation of Discovery | Georgiou’s background and the Mirror Universe connection are relevant, but the movie is designed to remain accessible without watching the entire series. |
| A complete theatrical-style epic | Some critics felt its structure resembled a pilot or streaming franchise experiment more than a fully developed traditional movie. |
Is Star Trek: Section 31 worth watching?
It is worth considering if you are interested in Michelle Yeoh’s Philippa Georgiou, the darker side of Federation continuity, or a Star Trek story that functions as an action-spy adventure rather than a starship exploration tale.
It is a less obvious recommendation for viewers who want the franchise’s classic emphasis on diplomacy, scientific discovery, ensemble problem-solving, and optimistic social ideas. The movie’s deliberately unconventional tone is also the reason it has attracted both curiosity and criticism.
The safest expectation is to treat Section 31 as a compact experiment: a standalone-accessible, action-oriented expansion of a morally ambiguous corner of Star Trek, led by an established character rather than a new bridge crew. It should not be confused with earlier Section 31 tie-in novel lines, which are separate works.
Will there be a sequel or continuation?
No confirmed sequel or series continuation should be assumed from informal comments or speculation. The film’s existence establishes a screen version of Section 31 centered on Georgiou, but it does not by itself confirm another movie or a follow-up series.
