The short answer: Most major platforms publish a baseline minimum age of 13, but the legally effective age can be higher depending on the user’s country, the platform, the feature, and whether the rule concerns privacy consent or account access.
That is why there is no single worldwide “social-media age.” A 13-year-old may meet a platform’s global sign-up rule but still be below the legal account age in Australia, while a child under 13 may use a limited, parent-managed YouTube experience in some regions without having the same account access as an adult.
Use the figures in this guide as minimum account-age or legal thresholds—not as recommendations that a service is safe, suitable, or developmentally appropriate for every child at that age.

What the different age limits mean
Articles often put several different rules into one list. They are not interchangeable:
- Platform terms of service: the age at which a service says someone may create or maintain an account. A platform can set this at 13, 16, or another age.
- Privacy and data-consent law: rules about when a service must obtain verifiable parental consent before collecting, using, or disclosing a child’s personal information. This does not automatically create a legal right to use every social network.
- Direct account-access law: a national or regional rule requiring platforms to prevent people below a stated age from creating or keeping accounts.
- Feature-specific restrictions: higher thresholds for functions such as messaging, advertising, livestreaming, or other parts of a service.
- Supervised or child accounts: limited products that let a child access selected content or features without giving them the ordinary account experience.
When comparing ages, first ask: Is this a platform rule, a privacy-consent threshold, a direct legal restriction, or a feature limit? That question prevents most of the common misunderstandings.
Social-media minimum ages by platform
The table below separates published baseline terms from regional qualifications. “13” means the platform’s stated general account threshold in the cited material; it does not override local law or a higher feature-specific requirement.

Why some rows say “not assigned here”: giving a precise age without a current, direct source would create false certainty. Platform policies change, and a country’s list of covered services does not necessarily reveal that service’s worldwide sign-up age.
Platform age is not the same as a “safe age”
A minimum age in terms of service is usually a contractual or compliance threshold. It is not a developmental assessment, a guarantee of effective moderation, or a recommendation that every child should use the service immediately after reaching that birthday.
The same service may also apply different thresholds to different activities. Snapchat, for example, notes that some features can require users to be older than the account minimum. Advertising, direct messaging, livestreaming, recommendation systems, and access to particular content can therefore need separate checks.
Similarly, a supervised account is not necessarily an ordinary account with a parent watching it. YouTube’s supervised child-account option is designed as a different experience for children below the ordinary channel age in relevant regions. Availability and features depend on the child’s location and the product’s current rules. [c002]

Country and regional social-media age laws
National rules vary in both substance and legal status. The most useful comparison records whether a measure is in force, being phased in, dependent on later implementation, or merely proposed.

Status labels matter:
- Enacted and effective means the rule is legally in force for the relevant users and platforms.
- Enacted but phased means legislation exists, but implementation or coverage is being rolled out.
- Enacted with commencement or enforcement caveats means the legal text exists, but practical operation depends on later rules, guidance, technical systems, or enforcement decisions.
- Proposed or under consideration means there is a bill, plan, consultation, parliamentary recommendation, or similar development—not an effective prohibition.
- No nationwide direct account-access restriction verified means the research located platform terms or privacy rules but did not verify a national law directly requiring platforms to block accounts at a specified age.
Australia: the clearest enacted under-16 framework
Australia’s framework applies from 10 December 2025. It places the main obligation on covered platforms to take “reasonable steps” to prevent Australians under 16 from creating or retaining accounts. [c005][c006][c007]
The rule is not a command that every child or parent has committed a criminal offence. The compliance duty is directed primarily at platforms. The framework also does not prescribe one compulsory age-verification technology for every service. A platform may use a method or combination of methods that meets the reasonable-steps standard. Platforms identified in Australian guidance
Official Australian guidance identifies the following services among those covered by the framework:
- Kick
- Snapchat
- Threads
- TikTok
- Twitch
- X
- YouTube
This is a regulatory coverage list, not a permanent list of every service that someone might describe as social media. Coverage can be updated, and inclusion in the Australian list does not establish the service’s global minimum account age. [c006]

The Australian framework concerns creating or keeping an account. That should be distinguished from viewing publicly available content where the law and the platform permit that distinction. A child may therefore encounter different rules for browsing, watching, commenting, messaging, posting, or maintaining a personal account. Do not assume that being able to view a page means the child is allowed to register.
Why age assurance raises privacy questions
Age assurance can involve a declared birth date, official documents, data sources, parental attestation, or other methods. Each approach can create privacy and data-minimization questions. The Australian privacy regulator, the OAIC, has warned that age assurance itself has privacy implications. [c007]

For parents, that means “verify age” is not a complete explanation. The important follow-up questions are what information is collected, whether it is retained, who receives it, whether it is reused for another purpose, and what alternatives exist for people who cannot or do not want to provide a particular form of evidence.
France: a statutory under-15 rule with implementation qualifications
France’s Law No. 2023-566 establishes a digital-majority approach for social networks operating in France. The enacted provision says providers must refuse registration to minors under 15 unless authorization is given by a holder of parental authority. [c013]
This is a French statutory rule, not a statement that every social platform worldwide has changed its terms to 15. It also needs to be read alongside later political proposals, amendments, commencement decisions, technical arrangements, and enforcement developments. European comparisons show that countries do not all use the same legal design or implementation timetable. [c013][c015]
Accordingly, a parent in France should check the current platform terms and French implementation guidance rather than relying on the number alone. The parental-authorization exception in the law should not be confused with a blanket guarantee that every platform will offer an under-15 account or every feature to a child whose parent agrees.
United States: COPPA is not a universal social-media ban
The Children’s Online Privacy Protection Act, or COPPA, generally applies to commercial websites and online services directed to children under 13, as well as services with actual knowledge that they are collecting personal information from a child under 13. Covered operators generally must give notice and obtain verifiable parental consent before collecting, using, or disclosing covered personal information. [c011][c012]
That is a privacy and parental-consent framework—not a simple federal rule saying “social media is illegal under 13.” A platform can still set a minimum age of 13 in its terms, and U.S. states can impose additional requirements, but those are separate legal mechanisms. [c004][c011][c012]

Parental consent under COPPA does not automatically override a platform’s own minimum-age term. Nor does a platform’s 13-year account rule mean that COPPA applies in exactly the same way to every service or every user. The service’s audience, actual knowledge, data practices, and current terms all matter.

The FTC’s February 2026 policy statement also illustrates why age assurance has become a live compliance issue. The agency discussed age-verification technologies used solely to determine age while retaining COPPA’s underlying parental-consent framework. The statement should not be read as converting COPPA into a universal under-13 account prohibition. [c011]
What international research shows
International comparisons are moving toward higher proposed thresholds, particularly 15 and 16, but the legal status of those measures varies sharply. OECD research describes a broad shift toward age assurance and stronger protections, while the European Parliament Research Service compares a mixed field that includes Australia’s implementation, France’s under-15 approach, and multiple countries at discussion or proposal stages. A list that calls every proposal a “ban” is misleading. A government plan, parliamentary recommendation, consultation, bill, enacted law awaiting commencement, and enforceable platform obligation are different things. Country-by-country claims should therefore include:
- the jurisdiction;
- the proposed or enacted age;
- whether it affects account creation, account retention, data processing, or specific features;
- whether parental authorization is available;
- the effective or proposed date;
- which platforms or categories are covered; and
- the date on which the information was checked.
The research for this guide does not verify a definitive current nationwide direct-account restriction for every country discussed in international policy reporting. It is safer to leave an unverified country out than to turn a proposal into a legal fact.

- Start with the child’s country or territory. A platform’s global baseline may be superseded by local law. Australia and France demonstrate how a national rule can produce an effective age above a platform’s ordinary 13 threshold. [c001][c003][c005][c009]
- Identify the exact service and product. Instagram, WhatsApp, Threads, Facebook, YouTube, and other services may share an owner or ecosystem without having identical terms or features.
- Check whether the rule concerns an account or data collection. COPPA is primarily about privacy and consent. It should not be presented as a universal account ban. [c011][c012]
- Check for a supervised or child-account option. YouTube documents supervised child accounts below the ordinary channel age in relevant regions. That is a separate product experience, not proof that every service permits a standard account for a younger child. [c002]
- Check the specific feature. A child who meets the account minimum may still be too young for a particular messaging, advertising, livestreaming, or other feature. Snapchat expressly warns that some features have higher requirements. [c003]
- Check the current terms and local guidance. Platform terms, regulatory coverage lists, commencement decisions, and enforcement guidance can change independently.
- Check the privacy cost of age assurance. If a service asks for a document, biometric estimate, data-source check, or parental attestation, read what is collected, retained, and shared. Age verification can create its own privacy risk. [c007]
- Separate legality from readiness. Even when a child is old enough under the applicable rule, consider whether they can handle unwanted contact, public posting, privacy choices, scams, harassment, recommendation feeds, and the consequences of sharing.
If your family wants a longer-term framework for conversations about privacy, boundaries, and online safety, a digital parenting guide can be a useful companion to the official rules. It cannot verify a child’s age, enforce a platform restriction, or replace current government and platform guidance.
Do parental-control tools solve an age restriction?
No. Parental controls can support supervision, screen-time limits, privacy settings, content choices, and family agreements, but they do not automatically satisfy a platform’s legal obligations or authorize an account that the law or platform terms prohibit. In Australia, for example, the “reasonable steps” duty is primarily placed on covered platforms, not outsourced to a parent’s device settings. [c005][c007]
Parents may compare parental-control tools or supervised-account settings for household management, but they should treat them as an additional layer—not a workaround for an underage-account restriction. A tool is useful only if its controls match the child’s devices, the services the family actually uses, and the privacy trade-offs the parent accepts.

Does COPPA ban social media for children under 13?
