Scott Payne is a retired FBI special agent whose undercover work has been associated with the Ku Klux Klan, neo-Nazi and white-supremacist groups, outlaw motorcycle clubs, and other criminal investigations. The often-repeated “25 years” describes undercover work in a 2022 Rolling Stone profile and a 2025 podcast listing; publisher Simon & Schuster describes a broader 28-year career in law enforcement. Those figures cover different scopes and should not be treated as a verified total of FBI service.
Who is Scott Payne?
Payne is a retired FBI special agent and the subject of the profile and memoir Code Name: Pale Horse: How I Went Undercover to Expose America’s Nazis, written with journalist Michelle Shephard. Simon & Schuster’s description emphasizes Payne’s infiltration of The Base, a neo-Nazi group. The publisher presents the book as a first-person account of that work, not as independent verification of every assignment in his career.

A 2022 profile by Paul Solotaroff in Rolling Stone, identified and partially reproduced by Longreads, describes Payne’s persona as part of his undercover approach. Solotaroff wrote: “But being a giant with full tat sleeves is its own disguise: No one sees you and thinks ‘plainclothes cop’ hiding cameras in your leathers. That’s the trademark of a crack undercover: a genius for playing yourself.” This is the profile author’s characterization, not a general rule about undercover policing.
What does “25 years” refer to?
The figure comes from the framing of Solotaroff’s 2022 profile and a 2025 episode description for The Joe Rogan Experience. Both use 25 years in connection with Payne’s undercover work. Simon & Schuster, by contrast, describes him as having spent 28 years in law enforcement. These are not necessarily competing totals: one refers to undercover work and the other to law enforcement broadly. The available descriptions do not establish a precise employment timeline or verify 25 years as his total FBI tenure.

Which groups and investigations are associated with his work?
Accessible accounts connect Payne’s undercover work to several kinds of targets:
- The Ku Klux Klan;
- neo-Nazi and white-supremacist groups, including The Base, which the publisher highlights in its description of the memoir;
- outlaw motorcycle clubs; and
- drug investigations and other criminal cases.
This is a supported overview, not a complete case list or a chronology of assignments. The available sources do not establish specific outcomes for each operation, so claims that a particular investigation produced a particular arrest or conviction should not be inferred from these summaries.

Rank #3
The memoir offers Payne’s own account, while profiles, interviews, and podcast descriptions provide outside framing. The accessible Longreads page reproduces only the opening of Solotaroff’s Rolling Stone profile; its excerpt should not be mistaken for access to the full article. Readers looking for a complete, independently confirmed record of every undercover assignment will not find that established by these summaries alone.
