Robert De Niro did not become FCC chair. He played a fictionalized, mobster-style Brendan Carr in a satirical sketch on Jimmy Kimmel Live!’s September 23, 2025 return episode, turning the controversy around Kimmel’s suspension and government pressure on broadcast speech into a joke about threats and punishment.
What happened in the cameo?
De Niro appeared as a mock version of Brendan Carr, the real FCC chairman, in the September 23, 2025 episode that marked Kimmel’s return after the show’s nearly week-long suspension. CNN described the character as a mob boss turned FCC chair; the “new” title was part of the comedy, not a real appointment. CNN’s September 24 report and the Associated Press account both describe De Niro impersonating Carr.

What was the joke?
The sketch used a mobster’s menace to satirize the prospect of consequences for political speech. In CNN’s transcript, De Niro’s character warned that a joke at the president’s expense would “cost you.” When Kimmel asked how much, the character answered, “A couple of fingers, maybe a tooth.” CNN’s broadcast transcript records the exchange.
The AP reported another punch line: the fictional FCC’s motto was “Sticks and stones can break your bones.” Asked by Kimmel whether words could never hurt you, De Niro replied, “They can hurt you now.” The sketch’s fake threats and invented motto framed the concern as absurd intimidation, not an actual FCC penalty or enforcement action.

Why did the sketch matter then?
Kimmel’s return followed his suspension after controversy over remarks about the killing of Charlie Kirk. CNN placed the suspension amid protests and a debate over free speech, following threats from Carr and other officials. The cameo echoed that atmosphere, but the cited reporting does not establish that the sketch led to any regulatory action.
CNN interviewed FCC Commissioner Anna Gomez, who called the segment satire protected by the First Amendment. That was Gomez’s view in an interview, not a court ruling or formal FCC decision. What does the audience figure mean?
CNN Chief Media Analyst Brian Stelter estimated that preemptions affected about 20 percent of the American viewing population at the show’s usual time. This was an attributed estimate about access to the program, not a verified count of viewers who saw the cameo, and it does not measure the sketch’s reach or impact. CNN’s September 24 transcript.

Yes. De Niro reprised the Carr character in a separate Jimmy Kimmel Live! appearance on October 1, 2026, according to LateNighter’s October 1, 2026 report. That later appearance was distinct from the September 2025 return-episode cameo.
