Rediffusion Television was an early wired subscription-television service in Hong Kong, launched on 29 May 1957. Instead of receiving programmes through an aerial, subscribers connected their homes to Rediffusion’s dedicated cable network and paid a recurring rental that could include the receiver and maintenance.
That is why Rediffusion is sometimes described as delivering television “like a telephone.” The comparison refers to a paid, address-based wired utility—not necessarily to ordinary public telephone lines. Rediffusion operated a dedicated broadcast-distribution network, primarily carrying scheduled television feeds in one direction.
What “Rediffusion” meant
Rediffusion was not one television channel or one single broadcasting operation. The name covered several related businesses and services:
- Rediffusion Limited: the British company whose roots lay in wired broadcast distribution.
- Rediffusion wired radio: an earlier relay service that carried radio programmes through cables to simple loudspeakers.
- Rediffusion wired television: the company’s cable-based television technology and subscriber networks.
- Rediffusion Television in Hong Kong: the subscription television service launched in 1957.
- Associated Rediffusion: the company’s British ITV broadcasting arm, which became London’s weekday ITV contractor.
These operations were connected by corporate and technical history, but they should not be treated as the same channel or service. The Science Museum Group describes Rediffusion’s development from wired radio into television relay, receiver rental and television broadcasting (Science Museum Group).

From wired radio to wired television
The Rediffusion story began in Britain with the formation of Broadcast Relay Service in 1928. Its wired-radio systems supplied broadcast programmes through dedicated cables. A customer generally needed only a loudspeaker and a volume control, rather than an expensive, technically demanding wireless receiver.
This model offered two things at once: a more controlled signal and a service relationship. Rediffusion could install the connection, provide the equipment, maintain the network and charge a regular fee. The company later carried this experience into television relay and overseas networks, including Hong Kong, Singapore, Malta and Montreal. Its technical history records early multi-pair, or HF, cable systems and later coaxial systems (Rediffusion technical history).
Hong Kong’s 1957 television service
Hong Kong’s Rediffusion television service was officially opened on 29 May 1957. The contemporary Hong Kong annual report described it as the first television service in any British colony and recorded almost 2,000 subscribers by the end of that year (Hong Kong Annual Report, 1957).
Some later institutional timelines use 1958 when describing the beginning of regular broadcasting or the licensing chronology. The dates are not necessarily contradictory: 29 May 1957 is the contemporary opening date, while 1958 appears in later summaries for a related stage of the service’s formal operation.

Wireless television had been deferred because of technical difficulties, while Rediffusion already had experience and infrastructure from its wired-radio operation. A cable network also offered controlled coverage in a dense and geographically challenging environment, provided that a household was within the connected service area.

How the system worked
At a conceptual level, Rediffusion’s television network worked like this:
Studios and imported programmes
↓
Central Rediffusion processing and distribution
↓
Main trunk cable network
↓
Local feeders and distribution points
↓
Subscriber cable
↓
Home receiver or adapted television
Rediffusion received or originated programme signals at a central facility. The signals were processed, amplified and sent through trunk routes. Local distribution points fed smaller routes and subscriber connections, eventually reaching a receiver in the home.
The technology should not be confused with modern broadband cable. Early relay television carried a limited number of scheduled feeds. Subscribers selected from the services Rediffusion provided, often through a selector or tuned input beside the television. There was no modern electronic programme guide, on-demand library, broadband connection or general-purpose two-way data service.

Rediffusion’s British technical history describes multi-pair HF cable in early systems and later coaxial cable. That evidence supports calling the Hong Kong service wired relay television or early subscription cable television. It does not justify saying that the service simply used ordinary telephone lines or the public telephone network.
Why television was “like a telephone”
The analogy is useful if it is kept precise.

The differences are just as important. A telephone network was designed for two-way voice communication. Rediffusion’s television network was primarily a one-way distribution system. A subscriber could choose among available scheduled feeds, but did not place a conventional call to request any programme. The television system was wired like a utility, not operated as a telephone conversation.

What subscribers watched
The early Hong Kong service combined imported, relayed and locally produced material. Contemporary government reporting mentions English-language programming, live Cantonese opera and other performances, interviews, children’s programmes, imported British and American shows, feature films, newsreels, sports and special events.
The service provided roughly 40 hours of wired television per week in its early period. Programming reflected Hong Kong’s multilingual audience through English and Chinese material, including captions and locally relevant performances. That does not mean Rediffusion produced everything it broadcast: some programmes were made locally, others were imported or relayed from elsewhere, and commercial or sponsored periods formed part of the schedule.
The original television service was predominantly English. A dedicated Chinese cable television service was introduced in 1963, an important step toward serving a broader Hong Kong audience. This date should not be used to imply that Rediffusion had no Chinese radio or other Chinese-language material before then; it refers specifically to the Chinese television service.
What did it cost?
Rediffusion’s historical prices were rental rates in Hong Kong dollars, not modern subscription prices. The contemporary reports provide slightly different figures for different years and arrangements:

The difference between the reported adapted-set rates may reflect changing plans, equipment or reporting periods. It is safer to quote the annual reports with their dates than to combine them into one supposedly fixed launch price.
The arrangement reduced the technical burden on customers, but it also made television a continuing expense. A household depended on Rediffusion for connection, equipment, maintenance, programme selection and repairs. The model could be convenient and reliable while remaining inaccessible to people who could not afford the subscription.

How large was the network?
The service expanded quickly, although the figures must be kept in context. Hong Kong recorded almost 2,000 television subscribers at the end of 1957 and more than 2,500 at the end of 1958.
The 1958 annual report also recorded more than 1,300,000 yards of main trunk cable and approximately 3,000,000 yards of subscriber cabling. Separately, around 66,000 Rediffusion loudspeakers served the wired-radio operation. That loudspeaker figure describes the older radio network, not the number of television subscribers (Hong Kong Annual Report, 1958).

Rediffusion was an important pioneer of wired broadcast distribution, but it was not modern cable television in its later form.

Its importance lies in the service model: a company managed a distribution network and sold access to a household. That idea later reappeared in more capable coaxial, satellite, IPTV and broadband systems.

Rediffusion’s subscription model faced a major challenge when Television Broadcasts Limited began free-to-air broadcasting in November 1967. TVB used terrestrial transmitters rather than Rediffusion’s subscriber cable network.

“Free-to-air” did not mean entirely cost-free: viewers still needed a television, electricity and any applicable licence or household costs. But terrestrial broadcasting removed Rediffusion’s recurring subscription as the basic price of access and changed the competitive landscape.
From cable service to terrestrial broadcaster
Rediffusion received a free-to-air broadcasting licence in 1973. That marked the transition away from its 15-year Hong Kong cable-television phase, although the precise end of wired transmissions may be described differently depending on whether a source is referring to the licence award, conversion process or final cessation of service.
The company moved into terrestrial broadcasting and was later renamed or associated with Asia Television, commonly known as ATV. This was not simply the failure of a cable technology. It reflected regulatory change, the arrival of terrestrial competition and the stronger reach and viewing choice offered by wireless broadcasting (Hong Kong Broadcasting Authority historical timeline).
How to identify old Rediffusion wiring
Old wires, wall boxes, selector controls or speaker outlets may prompt questions about Rediffusion, particularly in older buildings. Appearance alone is not proof. Wiring may have been disconnected, reused, damaged or installed for another purpose.
Do not connect unidentified old cables to a modern television, electrical circuit or communications equipment. Identification is more reliable when based on labels, local records, historical photographs or assessment by a qualified electrician or technician. Not every old cable found in a British or Hong Kong building belonged to Rediffusion.
Why Rediffusion still matters
Rediffusion shows that television distribution did not begin with a rooftop aerial, a satellite dish or an internet connection. It could be sold as a managed household utility: a provider connected the premises, supplied or adapted the receiver, maintained the system and delivered a scheduled service for a monthly fee.
In Hong Kong, that model solved practical problems before commercial wireless television was established. It also imposed clear limits: coverage depended on the network, capacity was small, programming was centrally controlled and access cost money. Rediffusion’s legacy is therefore both technological and institutional. It helped demonstrate how a wired network could turn broadcasting into a subscription service—an idea that later cable, satellite, IPTV and streaming platforms developed in very different ways.
