What the complaint was about
Complaint No. 14/2024 was brought by Abhishek M.R. over three tickets to a screening of Sam Bahadur scheduled for 4:05 p.m. on December 26, 2023. He said advertisements and trailers continued after the listed time and that the feature began at about 4:30 p.m. The account of the delay was the complainant’s allegation; the commission considered it in deciding the case. What the district commission directed
In its order dated February 15, 2025, the commission set out three monetary directions, with different recipients and purposes:

The commission also directed the companies to state the actual movie start time on tickets and not exhibit advertisements beyond the scheduled show time. Its reasoning treated the time printed on the ticket as the time the film should commence and found that extending commercial advertisements beyond that time was unfair in the circumstances of this case. These were findings and directions in a district commission order, not a definitive nationwide rule. (Order copy)

The High Court stay changes the status of the order
In March 2025, the Karnataka High Court granted an interim stay of the district commission’s order. Contemporaneous reporting said the stay initially extended until March 27, 2025, and reported the High Court’s concern that the district forum’s directions appeared to exceed its jurisdiction. The sources available here do not establish the final appellate disposition as of October 8, 2026. Accordingly, the accurate account is that the district commission issued the directions and the High Court later stayed them on an interim basis—not that the Rs 1 lakh penalty is a final, currently operative outcome.

What this means for moviegoers
This case concerns one screening, one complainant, and the particular directions issued by a district commission. It does not by itself establish that every cinema advertisement shown after a listed showtime is unlawful, or settle the final legal status of this order. The court status matters when describing the case: the commission’s ruling is not the last established procedural development.
