What Mera Ghar, Mere Naam is meant to do
The National Portal of India describes Mera Ghar Mere Naam as an initiative to grant property rights to people living in houses inside the Lal Dora of villages and cities. In this context, Lal Lakir or Lal Dora refers to the habitation settlement area. The scheme’s stated purpose is to document rights for residents whose homes are within those boundaries. The National Portal states a planned scope of around 12,700 villages. That is a scheme-wide coverage figure, not confirmation that records or cards have been completed for that many villages. How property records fit into the scheme
The National Portal describes drone surveys for digital mapping as part of the Revenue Department’s work. A February 2022 account from the National Informatics Centre (NIC) said the scheme was intended to provide property rights to lawful owners or occupants within the Lal Dora, with an online workflow based on the Punjab Abadi Deh (Record of Rights) Rules, 2021. NIC
NIC’s 2022 description also mentioned searching for properties and downloading property cards, while listing mortgage, sale deeds, mutation updates, GIS integration and DigiLocker integration as proposed or phased functions. That account does not establish that every feature is currently operational. Residents should check the official scheme portal or Punjab Revenue Department for current availability and local procedures.

What a property card does—and does not—establish
A formal record can help a resident document a claimed property right. Historical policy coverage of Mission Lal Lakir also described possible aims such as enabling registration, helping owners seek bank benefits, mapping habitation and protecting common spaces. Those are policy goals, not guarantees that a particular card by itself enables a loan or sale, resolves a dispute, or completes every necessary legal record update. The Indian Express
The reported Kotra Amru distribution is evidence of a card-distribution event, not evidence that all eligible homes have been surveyed, that every household has received a card, or that any particular property’s legal status has been resolved. The sources available do not establish household-level eligibility, required documents, objection or appeal deadlines, or the status of every portal feature. For a property-specific question, seek current guidance from the Punjab Revenue Department or the official scheme portal rather than relying on the event report.
