The decision was made by Aylo, Pornhub’s parent company, as part of its broader refusal to make adults repeatedly submit government identification or comparable sensitive information to individual adult websites. The company favored device-level or other privacy-preserving age assurance. The dispute later expanded after the Supreme Court upheld Texas’s age-verification law in 2025 and Pornhub began lobbying states to reconsider similar restrictions in 2026.
The five-state withdrawal
Pornhub’s 2024 announcement concerned five additional states:

These were reported implementation dates, not necessarily permanent statements about access. Websites can change their geoblocking policies, and state laws can be amended, challenged, or enforced differently over time.

This was a withdrawal, not necessarily a direct state ban
The distinction is important. The states did not, in the conventional sense, issue a single order banning Pornhub from operating. Instead, their age-verification laws placed obligations on covered adult-content websites. Aylo, Pornhub’s parent company, responded by blocking access from the affected states rather than introducing the required verification process.
That is why the most precise descriptions are that Pornhub blocked access, withdrew service, or stopped serving users in those states. Calling the development a state “ban on Pornhub” can obscure how the policy worked: the law targeted access to adult material, while the platform selected geoblocking as its response.
Why Aylo objected to the laws
Aylo said its objection was not simply to the idea of protecting minors. The company objected to requiring adults to prove their age separately to individual adult websites, particularly where that process could involve a government ID or other sensitive personal information.
The company’s stated concerns were:
- Privacy exposure: Requiring users to submit identifying information to adult websites or third-party verification providers could create sensitive databases and increase the consequences of a data breach.
- Repeated verification: Adults might have to provide comparable information to every age-restricted website they visit rather than establish their age once.
- Security risk: Aylo argued that collecting information connected with a person’s identity and viewing habits creates an unnecessary target for attackers.
- Effectiveness: The company said a system that applies only to some websites could push users toward less regulated services or other ways of reaching blocked sites.
Aylo proposed device-level or operating-system-level age assurance as a less repetitive alternative. Under that model, a person’s age could theoretically be established once on a device and then confirmed to participating websites without each site receiving the person’s full identity documents. That is the company’s preferred policy approach, not a universally adopted technical standard or a guarantee that every device-based system would be anonymous.

The policy dispute therefore involves two competing priorities. States and supporters of the laws describe age verification as a child-protection measure. Aylo and other opponents argue that the same laws can expose adults to unnecessary data collection and may be easier to evade than lawmakers assume. Neither side’s broadest claim should be treated as settled for every state, website, or verification method.

Louisiana was an important comparison because Pornhub remained available there through a government-supported age-verification service rather than withdrawing immediately.

Aylo told Engadget that traffic from Louisiana fell by approximately 80% after verification was introduced. That number is a company-supplied figure, not an independently audited estimate proving that age verification alone caused the entire decline. It nevertheless illustrated Aylo’s argument: even when a platform remains online, a verification requirement can substantially change how many people use it.
Louisiana also showed why the debate is not simply about whether a website is online or offline. A site can technically continue serving a state while adding an age gate, or it can block the state entirely. The privacy burden, user drop-off, enforcement method, and effect on other adult websites can differ in each jurisdiction.
The legal picture changed after the 2024 withdrawals
On June 27, 2025, the U.S. Supreme Court ruled in Free Speech Coalition, Inc. v. Paxton, a challenge to Texas’s age-verification law. The Court held that the Texas law did not violate the First Amendment and analyzed it under intermediate scrutiny. It reasoned that Texas could require proof of age to prevent minors from accessing sexually explicit material, even though the requirement imposed an incidental burden on adults.
The decision strengthened the constitutional position of states adopting Texas-style age-verification requirements. It did not, however, approve every age-verification law in the country.
That limitation matters because state statutes can differ in several ways:
- what websites and content are covered;
- how a user’s age must be established;
- what privacy and data-deletion protections apply;
- which government agency or private party enforces the law;
- what penalties are available; and
- whether a particular law is still being challenged in court.
The Supreme Court’s decision addressed the Texas statute. It did not resolve the constitutionality, privacy compliance, or practical operation of every law behind Pornhub’s state-by-state blocks.

How much broader was the conflict by 2026?
A state-by-state report published in March 2026 described Pornhub as blocked in approximately 22 or 23 U.S. states, depending on whether the count referred to Pornhub’s own blocks or the broader group of states with relevant age-verification restrictions.
The report listed these states as blocked:
Alabama, Arizona, Arkansas, Florida, Georgia, Idaho, Indiana, Kansas, Kentucky, Mississippi, Missouri, Montana, Nebraska, North Carolina, North Dakota, Oklahoma, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, and Wyoming.
The list should be read with a date attached. Access status is volatile, and a state’s inclusion in a blocking list does not by itself establish that its statute is identical to another state’s law or that every adult-content website is treated the same way.
Louisiana was described as an exception because Aylo continued operating there through the available verification approach. Ohio was another reported exception, for a different reason: Aylo took the position that an interactive-computer-service clause excluded Pornhub from Ohio’s verification requirement. That was Aylo’s legal interpretation as reported, not a universal ruling that the clause excludes every possible platform.
Pornhub later asked states to reconsider
The 2024 withdrawals were not the end of the dispute. In early August 2026, Pornhub sent a letter to more than 300 lawmakers, governors, and attorneys general across roughly 28 states. The outreach included officials connected with Iowa, Arkansas, Indiana, North Carolina, and Florida.
In the letter and related public campaign, Pornhub argued that age-verification laws were “performative,” easy to evade, and harmful to adult privacy. The company said the laws could drive users toward other sites that do not apply the same checks, leaving minors able to find explicit material while exposing adults to additional data risks.

That argument received some support from observations about uneven enforcement, but the available evidence does not prove that every state system fails. An Axios review cited in coverage of Indiana found that approximately 65% of active porn sites reviewed in Virginia did not request age verification. Reports also noted unusually prominent searches for VPNs in Virginia after the law took effect. Those findings suggest that age gates may cover only part of the online market and that user behavior can change after restrictions are introduced. They do not establish that every age-verification law is ineffective.
State officials’ responses have been mixed. Some have defended the laws as part of a shared child-safety responsibility involving governments, websites, device manufacturers, and parents. Other officials had not responded to requests for comment at the time of reporting. Pornhub’s letter was therefore a lobbying and policy campaign, not evidence that any of the five laws behind the 2024 withdrawals had been repealed.

In February 2026, the Federal Trade Commission issued a policy statement concerning certain age-verification practices under the Children’s Online Privacy Protection Act, or COPPA.
The FTC said it would not bring a COPPA enforcement action against qualifying operators that collect, use, or disclose personal information solely to determine a user’s age, provided that the information is not used for another purpose, is not retained longer than necessary, and is promptly deleted.
This is a narrow policy position, not blanket approval of age verification. It does not establish that all verification methods are privacy-safe, that every operator or vendor qualifies, or that state-law questions have been resolved. It also does not eliminate the need to examine how a service collects information, who receives it, how long it is retained, and whether it is used for advertising, profiling, or any purpose beyond age determination.

The five-state episode is best understood as an early stage in a larger policy conflict rather than as a one-time website shutdown.

- Age-verification laws can lead to platform withdrawal. When a service decides that compliance creates too much privacy, security, technical, or business risk, it may geoblock a state instead of building a verification system.
- State laws do not necessarily produce uniform results. Louisiana, Ohio, Texas, and the five states in the 2024 announcement illustrate different legal and technical situations.
- The Supreme Court ruling narrowed one major constitutional objection. After Free Speech Coalition v. Paxton, states have stronger authority to require age checks under laws similar to Texas’s, but the details of each statute remain important.
- Blocking one major platform does not remove all adult material from the internet. Current reporting indicates that other sites remained available in at least some restricted states, and coverage has found inconsistent use of age gates.
- Privacy protections are still part of the central question. The FTC’s 2026 COPPA statement addresses limited data-handling circumstances; it does not settle whether a particular verification system is secure, proportionate, or effective.
Users should also be cautious about treating reports of VPN searches as a recommendation to bypass a restriction. A VPN can raise legal, security, privacy, and terms-of-service issues depending on the jurisdiction and service involved. The reporting establishes that circumvention interest increased in at least one state; it does not make circumvention an appropriate solution.

Did the five states directly ban Pornhub?
