Pornhub Is Blocked in 23 States and France: What It Means and Lawful Access Options

Pornhub access is reportedly blocked in 23 U.S. states and suspended in France, but that is not the same as a universal pornography ban. Here is what the laws mean, why Louisiana differs, what the Supreme Court decided, and what a VPN can and cannot do.

Short answer: Pornhub is currently reported as refusing ordinary access in 23 U.S. states, while Aylo has suspended its French services in a separate regulatory dispute. These are platform-level withdrawals in response to age-verification requirements, not a universal criminal ban on adult pornography. A VPN may change the location a website detects, but it is not a guaranteed or automatically lawful way around the restriction.

The state count and service availability are time-sensitive. The 23-state list below is labeled as reported/currently identified as of August 12, 2026; check the relevant law, regulator, and Pornhub notice again before relying on it.

What is actually blocked?

The short answer is that Pornhub is not universally illegal in these places, and the United States has not imposed a nationwide ban on adult pornography. The reported restriction is usually a platform withdrawal: a state requires covered adult websites to verify that visitors are 18 or older, and Pornhub owner Aylo responds by refusing ordinary access from that state rather than adopting the required process.

That distinction matters. A state age-verification law, a website’s decision to stop serving a state, and a criminal ban on adult content are three different things. The laws also differ in their thresholds, approved verification methods, effective dates, and enforcement powers. Several use a substantial-content test, such as requiring verification when at least one-third of a website’s material is considered harmful to minors.

The list below is the group of states currently identified in reporting as having a Pornhub access block or withdrawal. Treat it as a time-stamped report, not a permanent company-maintained master list. State laws and platform policies can change, and published counts have not always been internally consistent.

The 23 states where Pornhub access is currently reported as blocked

In practical terms, a visitor in one of these states may see a location-based denial page or find that the site will not serve its normal pages. That does not necessarily mean every adult website is blocked, that every internet connection in the state behaves identically, or that possessing legal adult material has suddenly become a crime.

There is a reason to perform a live check before publishing or relying on this list: one retrieved 2026 report says 23 states in its main text but refers to 24 in an FAQ. That discrepancy does not identify a missing state by itself. Ohio is especially worth checking because it appears in a cross-checked list of states with active age-verification laws but not in the reported 23-state Pornhub block above.

The law list and the Pornhub block list are not the same

A legal tracker used in the research describes its cross-check as a 25-state active-law list, but the retrieved enumeration contains 24 named states. Those named states are Arkansas, Louisiana, Mississippi, Montana, North Carolina, Texas, Utah, Virginia, Alabama, Idaho, Indiana, Kansas, Nebraska, Oklahoma, Arizona, Florida, Georgia, Missouri, North Dakota, Ohio, South Carolina, South Dakota, Tennessee, and Wyoming.

The mismatch is not necessarily a mistake in the underlying laws. It illustrates that these are different datasets:

  • The law list asks which states have an active age-verification requirement or related framework.
  • The Pornhub list asks where Aylo is currently refusing or restricting access.
  • The two lists can diverge because a law may not yet be effective, may be enforced differently, may permit a verification route the platform supports, or may not have produced a reported platform withdrawal.

For that reason, it would be inaccurate to say that Pornhub is blocked in every state with an age-verification law, or that the presence of a state on the legal list proves that Pornhub has withdrawn there.

Why Louisiana is different

Louisiana is the main U.S. exception discussed in the current reporting. Although it appears in the active-law list, access is reported as available through an age-verification process rather than through the same complete withdrawal described in the 23-state list.

The reported methods include a state digital ID, a government-issued ID, or a commercially reasonable method based on transaction data. The exact option shown can depend on the implementation and may change. Availability in Louisiana should therefore not be read as proof that every visitor will see the same screen or that every verification provider has identical privacy practices.

Adults should not submit identification casually. Before using an official verification route, check who receives the data, whether a third-party verification vendor is involved, what information is retained, how long it is kept, whether it is used for another purpose, and whether a less sensitive lawful method is available. Do not upload a fake document or someone else’s identity.

Why France is a separate case

France is not simply another U.S. state with an age-check law. The country’s SREN framework gives Arcom, the French audiovisual and digital communications regulator, powers to financially sanction, block, and delist pornographic services that remain accessible to minors without an effective age-verification system.

Arcom says the framework can apply to services established in France or outside the European Union and, under specified conditions, to listed services established within the European Union. The regulator’s tools are consequently broader than a U.S. state’s decision to impose a requirement on websites serving residents.

On June 3, 2025, Arcom reported that Aylo had chosen to suspend access to its French services, including access for adults, instead of adopting the age-verification approach available under the French framework. That is Arcom’s characterization of the decision and should be attributed to the regulator; it is not evidence that France has banned pornography altogether.

In other words, the French situation is a service suspension in response to regulatory pressure, not a general prohibition on adults viewing legal pornography. Whether the site is reachable from a French connection should be confirmed through a current French availability notice or a live check before treating any older report as definitive.

What the Supreme Court changed

On June 27, 2025, the Supreme Court decided Free Speech Coalition v. Paxton and upheld Texas’s age-verification law against the First Amendment challenge before the Court.

The decision strengthened the legal position of similar age-verification laws. It did not amount to a blanket ruling that every state law is constitutional in every detail, that every verification vendor’s process is lawful, or that every future implementation will survive every possible challenge. Each statute can still raise separate questions about its wording, enforcement, privacy protections, effective date, and application.

The practical consequence is that websites have a stronger incentive to choose between implementing a compliant age check and withdrawing service from jurisdictions whose requirements they do not want to adopt. Aylo has criticized state laws as privacy-invasive and ineffective, while state officials defend them as child-safety measures. Those are competing advocacy positions, not settled findings that resolve the privacy or effectiveness debate.

Can a VPN help?

If you are an adult who is legally entitled to access the service and your concern is privacy or a potentially inaccurate location signal, a reputable VPN service may change the location a website detects. A VPN routes the connection through a remote server, so the website may see the server’s IP address rather than the visitor’s ordinary network address.

That may help explain or resolve some location-based access problems, but it is not a guaranteed solution. A VPN does not verify age, override applicable law, cancel the website’s terms of service, or create an exemption from an employer’s, school’s, library’s, or internet provider’s rules. Pornhub and other websites can identify and block known VPN server addresses, and a site may use additional signals besides an IP address.

Important: Do not use a VPN to falsify identity, evade an age-verification process, violate a managed-network policy, or access unlawful material. Check the law where you are physically located and the service’s current terms before attempting to connect.

A VPN can move the trust relationship rather than eliminate it. The local network may see a connection to the VPN, while the VPN provider can have technical visibility into connection metadata and must be trusted to secure its systems and handle information responsibly.

Privacy trade-offs: age verification versus a VPN

The central privacy conflict is straightforward: age verification may require an adult to disclose information to a website or verification vendor, while a VPN places more trust in the VPN provider. Neither option is a complete anonymity system.

Privacy checks before choosing either route

  • For age verification: Read the website’s and verification vendor’s privacy notices. Look for data retention, deletion, sharing, breach-notification, and purpose-limitation terms.
  • For a VPN: Investigate the provider’s ownership, jurisdiction, logging disclosures, security history, supported devices, cancellation terms, and independent accountability. A marketing phrase such as no-logs is not, by itself, proof of how a service operates.
  • For payment and accounts: Remember that a VPN does not hide information voluntarily supplied to a website, an account provider, or a payment processor.
  • For browser and device privacy: A VPN does not defeat cookies, browser fingerprinting, logged-in accounts, application telemetry, or device-level monitoring.
  • For managed networks: Follow the rules of your workplace, school, library, hotel, or other network administrator. A connection that works technically can still violate those rules.

Free VPNs should not be treated as automatically safe. The absence of a subscription price does not answer who owns the service, how it is funded, what data it collects, or how well it protects users. This article does not identify a best VPN or make a provider-specific no-logging, pricing, security, or availability claim.

A sensible, lawful troubleshooting path

  1. Confirm the problem. Check whether the denial is a state- or country-level notice, an age-verification request, an account problem, or a restriction imposed by your local network.
  2. Check your jurisdiction. Use the law where you are physically located, not merely the address associated with an account or billing profile. If you are in a managed network, check its acceptable-use rules.
  3. Use the official route if you are comfortable with it. Where the service offers age verification, review the privacy terms and use only your own accurate information.
  4. Do not defeat identity or age controls. Never submit false documents, another person’s details, or information belonging to a minor.
  5. If the issue appears to be geolocation and access is lawful, understand the VPN limits. A VPN may change the apparent network location, but it cannot promise access and should not be treated as a legal workaround.
  6. Recheck current availability. The reported state count, enforcement status, French availability, and site policies can change independently.

What to expect next

The number of affected states may continue to move as new laws take effect, courts review challenges, regulators issue guidance, and Aylo changes its implementation decisions. A state can have an active law without appearing on the reported Pornhub block list, and a platform can change access in response to legal developments before a tracker updates.

The most accurate description is therefore not that Pornhub is illegal in 23 states and France. It is that Pornhub access is currently reported as withdrawn or restricted in 23 U.S. states, while France has its own regulatory framework and an Aylo suspension reported by Arcom. Adults should treat the list as time-sensitive and verify the current position from the relevant regulator and the service before relying on it.

Is Pornhub blocked in Ohio?

Ohio appears in the cross-checked list of states with an active age-verification law but not in the reported 23-state Pornhub block list used here. Because the legal and platform lists measure different things, Ohio’s current Pornhub availability should be checked live before relying on either list.
