Some attendees at Perth’s Water Lantern Festival said they paid for lanterns in advance but were unable to get them after organizers ran out during the 8–9 November 2025 event at Jackadder Lake in Woodlands. The organizer apologized, cited an inventory shortfall and promised refunds and upgraded tickets to affected guests; available reporting does not confirm whether those remedies were completed.
What attendees reported at the November 2025 festival
PerthNow reported that about 5,000 people attended the two-day event on 8–9 November 2025. That is the reported total attendance, not the number of people affected by the shortage. Some attendees told the outlet they had prepaid for lanterns but were told none remained. A sign at the event reportedly said organizers were “currently out of lanterns” and apologized that the shortage included guests with prepaid tickets.
Attendees also described disorganization and raised questions about refunds. One attendee’s TikTok complaint had 83,000 views at the time PerthNow published its report. The attendance and view counts are figures reported by PerthNow, not independently audited totals; attendee and social-media accounts describe complaints, not findings about every ticket holder.
What the organizer and City of Stirling said
The organizer’s explanation and promised remedy
Water Lantern Festival marketing manager Tess Rowser apologized and said some participants did not receive lanterns because of an inventory shortfall across the weekend. She said the company was conducting an internal audit into forecasting, logistics or on-site distribution.

Rowser told PerthNow: “Every impacted guest is receiving a 100 per cent refund plus complimentary VIP upgraded tickets to our next Perth event in late March 2026.” This was the organizer’s reported commitment. The available reporting does not establish whether all affected customers received refunds or whether the promised March 2026 event took place.
The City’s response
The City of Stirling said it knew organizers had run out of lanterns on Sunday, had been advised that affected customers were directed to an online refund process, and that City staff were following up. Mayor Mark Irwin said most event feedback the City had received was positive. The City’s reported follow-up is distinct from the organizer’s promise and does not establish that any individual received a refund.

Options for attendees who paid but did not receive a lantern
Consumer Protection WA told PerthNow that under the Australian Consumer Law, businesses must supply paid-for goods or services within the agreed time. If they do not, consumers may be entitled to a remedy such as a full refund. The agency advised affected consumers to lodge a complaint and suggested that customers who paid by credit card ask their financial provider about a chargeback.
These are separate routes: the organizer’s promised refund and ticket upgrade, a complaint to Consumer Protection WA, and an inquiry to a card provider about a possible chargeback. None of the available reporting establishes the outcome of an individual claim. The Western Australian Government’s event-ticket guidance also says consumers may have a right to a refund if an event is cancelled or significantly changed; whether that applies depends on the circumstances. If the issue remains unresolved, consumers can check the agency’s guidance and complaint channels.

Why separate sky-lantern scam warnings do not describe this incident
In October 2025, Consumer Protection WA warned about fake social-media promotions for open-flame sky-lantern events. The agency said open-flame sky-lantern releases are banned in Australia because of fire and burn risks. That warning concerned separate promotions; it is not evidence that the Perth water-lantern event was fraudulent or involved open-flame sky lanterns.
